2O3 <br /> <br /> with Zone 7 to acquire additional land for parking. He advised that negotiations <br /> are still pending at this time. He requested that his application be continued to <br /> the City Council meeting of January 24, 1984. After discussion, Mayor Butler de- <br /> clared this public hearing continued open to the meeting of January 24, 1984, 8:'00 <br /> P.M., in the Pleasanton Council Chambers. Councilmember Mercer requested Mr. Gissler <br /> to notify the tenants of this continuance. <br /> <br /> Mr. Bud Barlow, President of the Alisal Improvement Club, informed Council that <br /> the preliminary report regarding annexation of Happy Valley area to the City, was <br /> mailed to the Homeowners on September 3rd. He advised that there will be a general <br /> meeting of this group on September 27th to discuss the report, and after that time <br /> they should be able to determine what direction to take relative to annexation. He <br /> presented a copy of the preliminary report to Council. <br /> <br /> Mr. Steve Hughes, 587 Touriga Drive, stated that with regard to trees being <br /> planted by developers, in his area most of the trees have died or were never planted <br /> by the homeowner, and he wondered if anything could be done to insure that trees <br /> would be preserved. Council stated they strongly support a tree program in new sub- <br /> divisions and do what they can to make a neighborhood environmentally acceptable but <br /> that care of trees is largely a responsibility of the homeowner. <br /> <br /> Mr. Ron Schneider, 650 Orofino Court, newly elected President of the Vintage <br /> Hills Homeowners Association, requested that Council authorize a detailed traffic <br /> study.on Vineyard Avenue by a professional consultant, before and after completion <br /> of the Pico extension. He stated this street is very dangerous and that recommenda- <br /> tions for improvement of traffic flow should be reviewed by Council. Council con- <br /> curred and referred the matter to the Staff Traffic Committee for further recommenda- <br /> tion. <br /> <br /> Mr. Steve Hughes, 587 Touriga Drive, stated he has concerns about traffic on <br />Vineyard Avenue in front of the mobile home parks. He advised the speed limit is <br />55 MPH in this area, that it is an especially wide street, and there are no cross- <br />walks, making it very hazardous for pedestrians trying to walk across the street. <br />Council referred this matter to the Staff Traffic Committee for consideration and <br />recommendation. <br /> <br />PUBLIC HEARINGS <br />Application of Vintage Associates for PUD (Planned Unit Development) zoning and <br />development plan appr6val for a mixed use high density residential/commercial and <br />offices project proposed to consist of 32 dwelling units, approximately 11~000 sq. <br />ft. of commercial and offices area, and related facilities on an approximately 2.2 <br />acre site located at the northeast corner of Bernal Avenue (Pico) and Palomino <br />Drive. Zoning for the property is PUD (PAanned Unit Development)-Neighborhood <br />Commercial District <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 83:378) dated September 7, 1983, regarding <br />this matter. <br /> <br /> Mayor Butler declared the public hearing open on the application and the Negative <br />Declaration. <br /> <br /> Mr. Doyle Heaton, representing Vintage Hills Limited, Concord, presented a site <br />plan for th~ proposed development, stating he felt this project will make the area <br />viable. He reviewed the concept of residential over commercial development. He <br />advised he had met with the Vintage Hills Homeowners Association last night to pre- <br />sent the plan to this group and to answer questions concerning the project. <br /> <br /> 4. 9/13/83 <br /> <br /> <br />
