the California Solid Waste Management Board, for his outstanding accomplishments in
this field.
The Poll call vote was as follows:
AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler
NOES: None
ABSENT: None

Councilmember Mohr stated that recent state legislation permits 75 foot trucks onto
the highway system but also allows cities to set limits to prevent such trucks from
traversing on city streets. She requested a report from staff regarding this matter,
to be discussed at the next Council meeting.

Councilmember Mohr stated that she had received telephone calls from residents
in the Pleasanton Meadows area regarding a loud speaker at Santa Rite jail that begins
at 6 a.m., and continues throughout the day. She requested that a letter be sent to
Supervisor Excell to alleviate this adverse noise condition.

Mayor Butler stated that Rainbow Girls organization is holding a car wash at the
Shell Gas Station on Valley Avenue on July 16th, and he urged everyone to support this
fine group.

Mayor Butler advised that Police Chief Eastman had an article published in the
latest Western Cities Magazine, and he commended the Chief on this matter.

CITY COUNCIL COMMITTEE REPORTS
Letters from the cities of Fremont~ Newark, and Alameda~ Re: Solid Waste Management
Authority
Councilmember Mercer advised that the Alameda County Board of Supervisors had
recently voted 5-1 to withdraw from the Solid Waste Management Authority. He stated
the County is trying to negotiate for funds of $10 million from the City of San
Francisco to allow them to dump in the Altamont. He advised that Pleasanton is not
affected by this transaction, other than increased truck traffic on the freeway,
because we are not a part of the Oakland Scavenger Company. He stated that with-
drawal of the County of Alameda from the Alameda County Solid Waste Management will
effectively terminate the existence of the Alameda County Solid Waste Management
Authority and will seriously impede the ability to plan for and carry out the manage-
ment of solid waste disposal activities in Alameda County in a coordinated and com-
prehensive manner. It was moved by Councilmember Mercer, and seconded by Councilmember
Wood, that Resolution No. 83-269, declaring opposition to the withdrawal of the County
of Alameda from the Solid Waste Management Authority, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler
NOES: None
ABSENT: None

Councilmember Brandes advised that a meeting had been held recently between Council-
member Kamena and City Manager Lee Homer of Livermore, with Mr. Walker and himself,
regarding the cable T.V. franchise renewal. He stated he would have a further report
after the next meeting relative to guidelines, as well as role of the citizens advisory
committee and Council and staff.

Councilmember Wood stated that an architectural plan and plants have been donated
for the improvement of Harvest Park school grounds. He requested that residents of the
community donate their time and effort to assist in getting these improvements done.

2. 7/12/83
