MEETING OPEN TO THE PUBLIC <br /> Mr. William Berck, Superintendent of Schools, addressed the Council regarding <br />future use of the Pleasanton School, which has been closed due to economic pressures~ <br />and will probably remain closed for 4-5 years. Mr. Bob Haglet presented an overlay <br />showing proposed uses for the building and g-pounds, which he felt would benefit the <br />community and would not create any problems on First Street at the school site. <br /> <br /> Mr. Art Dunkley, Castlewood Properties, 205 Main Street, requested Council to <br />schedule a special meeting sometime between July 19 and July 22, in order to consider <br />final map for property at rico and Vineyard Avenues, so that he would not lose his RAP <br />approval for this project. After discussion, Council scheduled a special meeting on <br />July 19, 1983, 4:30 P.M., in the Pleasanton Council Chambers, to consider final map <br />and improvement agreement of Castlewood Properties, Inc., for 34 units at rico and <br />Vineyard Avenues, <br /> <br /> Ms. Judy Mayhew, President of the Pleasanton Downtown Association, presented a <br />letter that is being sent to all Pleasanton business people regarding a,proposal for <br />a business improvement district for downtown Pleasanton to physically improve the <br />central business district and promote greater sales and more business for everyone <br />downtown. She advised she would have a follow up report regarding this matter in <br />August. <br /> <br /> Mr. Bill Johnson, 3868 Keneland Way, President of the Fairlands Homeowners Asso- <br />ciation, asked for assistance from Council to get a soundwall installed next to the <br />freeway to protect their residences from freeway noise. Mr. Warnick advised that <br />such a project would be under the jurisdiction of the state and there is very little <br />money available for this type of improvement. He suggested the homeowners form an <br />assessment district, which would be the fastest method for the construction of a <br />soundwall. Mayor Butler instructed staff to work up some preliminary estimates for <br />cost of constructing a soundwall in this area, to assist Mr. Johnson in this matter. <br /> <br /> Mr. Michael Graziadei, representing Pleasanton Meadows Homeowners Association <br />and Cabana Club, presented a letter that he had sent to Supervisor Don Excell on <br />July i1, 1983, regarding the problem with the public address system at Santa Rita <br />jail, as mentioned earlier by Councilmember Mohr, and requesting Supervisor Excell's <br />assistance in eliminating this latest nuisance eminating from the jail. <br /> <br />PUBLIC HEARINGS <br />Application of Barnet~-~ange/Shelter Capital and Sid Cottie for PUD (Planned Unit <br />Development)-High Density Residential zoning and development pla~ approval of a 200 <br />unit ~arden apartment project on an approximately 11 acre site located immediately <br />south of the Arroyo Mocho, approximately 1500 feet east of the intersection of Santa <br />Rita Road and the Arroyo Mocho Canal. zoning for ~he property is "A" (Agricultural) <br />District <br />(Contd. Open from 6-28-83) <br /> Mayor Butler stated this item had been continued from the meeting of June 28, <br />1983. He declared the continued public heaping open on the matter. <br /> <br /> Mr. Joe Simmons, representing Shelter Capital~ requested this item be continued <br />for two weeks to allow him to meet with the homeowners in the area to discuss common <br />points of concern. He advised that due to an illness in his family he had not been <br />able to personally meet with this group in the past two weeks. He stated that a <br />representative of his had met with the homeowners but that nothing was accomplished <br />out of this meeting. <br /> <br /> Mrs. Linda Cassens, 4082 Suffolk Way, stated that the last meeting with Mr. Simmons' <br />representative had been fruitless and she felt that further meetings would also be a <br />waste of time.
