Kovac, 3124 Weymouth Court, requested Council to appeal an item <br />that was approved by the Planning Commission at their meeting of June 22, 1983; Z-83- <br />111, application of Arnold Kruse for zoning certificate approval to allow a home occu- <br />pation involving periodically keeping a vehicle in excess of one ton (a truck tractor) <br />incidental to a long hauling business at 4363 Second Street. Mr. Kovac stated this <br />should not be allowed and would set a bad precedent. After discussion, it was moved <br />by Councilmember Brandes, and seconded by Councilmember Wood, appealing the decision <br />of the Planning Commission in approving Z-83-111, application of Arnold Kruse for zon- <br />ing certificate approval to allow a home occupation involving periodically keeping a <br />vehicle in excess of one ton (a truck tractor) incidental to a long hauling business <br />at 4363 Second Street. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, Wood, and Vice Mayor Mercer <br />NOES: None <br />ABSENT: Mayor Butler <br /> <br /> Mr. Harold Dixon, 4066 Suffolk Way, stated he had heard there is to be a new <br />recreational complex constructed east of E1 Charro and south of 1-580, which would <br />include six dome theaters, golf courses, kiddie rides, etc. He asked if Council had <br />any knowledge of this proposed development, even though it would be in the County. <br />Councilmembers advised they were not aware of plans for such a project. Vice Mayor <br />Mercer suggested that Mr. Dixon contact Supervisor Don Excell relative to this issue. <br /> <br />PUBLIC HEARINGS <br />Application of Barnett-Range/Shelter Capital and Sid Corrie for PUD (Planned Unit <br />Development)-High Density Residential zoning and deve.lopment' plan approval of a 240 <br />unit ~arden apartment project on an approximately 11 acre site located immediately <br />south of the Arroyo Mocho, approximately 1500 feet east of the intersection of Santa <br />Rita Road and the Arroy~ Mocho Canal. Zoning for the property is "A" (Agricultural) <br />District <br /> <br />Consider AdoDtlon of Negative Declaration <br /> Mr. Harris presented his report (SR 83:248) dated June 21, 1983, regarding this <br />matter. <br /> <br /> Vice Mayor Mercer declared the public hearing open on the application and the, <br />negative declaration. <br /> <br /> Mr. Joe Simmons, 360 Bryant Street, Palo Alto, representing Shelter Capital Cor- <br />poration, in partnership with Barnett-Range Corporation, presented background informa- <br />tion regarding these two firms. He stated the corporations develop rental housing, <br />and after a thorough analysis of the Bay Area they decided that Pleasanton was the <br />best location for this type of housing, and that it is needed in this area. He stated <br />they have reviewed the general planning of Pleasanton in order to select a site with- <br />out negative impact to the surrounding area, good proximity to downtown and transpor- <br />tation, and acceptable to the city. Mr. Simmons presented drawings showing the con- <br />cept of the development. He stated he had met with residents in the surrounding <br />neighborhoods to discuss their concerns relative to the proposed project. Some of <br />the concerns were a soundwall, aesthetics, and density. He stated that after these <br />meetings, his firm has revised their development plans to reduce the project from 240 <br />units of garden apartments to 200 units, making the density 16 units per acre and <br />retaining the 408 parking spaces.
