Mayor Butler declared the public hearing open on the application and the negative
declaration.

Mr. Desmond Worth, retired Telephone Company employee and resident of Pleasanton
Meadows for nine years, reviewed the composition of the neighborhood, stating that
there are already approximately 679 multi-family, high-density units in the area now
and he is opposed to the addition of 126 more units. He stated that the Hacienda Busi-
ness Park and development of the Mohr/Martin area will increase traffic on Santa Rita
Road which could adversely affect the Pleasanton Meadows area. He concluded by stat-
ing that the proposed project will add too much high density in a small area and he is
against it.

Mr. Ed Roquette, President of the Pleasanton Meadow Homeowners Association and
Cabana Club, stated that the developer had contacted the Board of Directors of the
Association as well as the residents on Weymouth Court, but that the majority of the
people living in Pleasanton Meadows have not been contacted by the developer relative
to the proposed project. He stated that a petition is being circulated by the "grass
roots" people at this time relative to their concern about high density of the pro-
posed development. He stated that Planning Commission had reversed their original
decision regarding density on the project; citing Minutes of the meetings of March 9th
and April 27th. Mr. Roquette advised that it is the general feeling of the residents
of Pleasanton Meadows that they are not opposed to apartments at this location but the
density is too high on the proposed project, and stated that 21.7 units to the acre
would be acceptable to this group. He stated that recent discussions with the developer
were at an impasse relative to the number of units for the project.

Councilmembers discussed the history of this particular piece of property, re-
viewing the various zoning changes and proposed development plans. Councilmember
Brandes requested that the present application not be continued any longer than two
weeks.

Mr. Fred Houston, 4460 Sandalwood Drive, Pleasanton, representing the developer,
stated that the developer had met with the leadership of Pleasanton Meadows and asked
them how they wanted the property developed. He stated the developer has attempted
to meet the concerns of the residents. He advised the developer could be ready for
the public hearing on this matter in two weeks.

Councilmember Mercer stated he had concerns about density, the intersection be-
tween the fire house and the entrance behind the Exxon Station, and the wall. He
requested the item be continued thirty days to allow ample time for all affected
residents in the area to review the plan and make comments to the developer regarding
their concerns.

Councilmember Brandes stated he is opposed to the project because he feels it is
too dense; that he had voted against it previously and would do so again.

Councilmember Mohr stated she felt two weeks continuance is not enough time to
allow the Pleasanton Meadows residents to obtain the information they need and to
hold meetings.

Councilmember Wood stated he had concerns about traffic and density.

It was moved by Councilmember Brandes, and seconded by Councilmember Wood, to con-
tinue the public hearing open for two weeks to the meeting of May 24, 1983, 8:00 P.M.,
in the Pleasanton Council Chambers, the application of Meadow Plaza Associates for PUD
(Planned Unit Development) zoning and development plan approval for a 126 unit multi-
family residential complex on an approximately six acre site located east of the Exxon
Station at the southeast corner of West Las Positas Boulevard and Santa Rita Road, and

4. 5/10/83
