139 <br /> <br /> Mr. Eric Bergh, 1155 Kolln Street, stated the original development was for build- <br />ings much lower in height and allowing only smaller trucks into the proposed develop- <br />ment. He stated the entire concept of the park has been changed. He advised he pre- <br />fers Alternative C; that an 8 foot high soundwall should be the minimum height. He <br />stated he felt Kolln Street should be kept closed for the safety of children attend- <br />ing Alisal School. <br /> <br /> Mr. Duane H. Fitch, 951 Kolln Street, stated he prefers Exhibit C for an 8 foot <br />high soundwall. <br /> <br /> Mr. Martin stated he would like to have the application acted on tonight but that <br />he also wants a fair solution to the concerns of the residents. He also expressed <br />concern about control and responsibility for that parcel of land between the sound- <br />wall and the residences on Kolln Street. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed <br />on the application and the mitigated negative declaration. <br /> <br /> Mayor Butler thanked Mr. Martin and the Kolln Street residents for their parti- <br />cipation in this matter. <br /> <br /> Councilmember Mercer stated he felt he needed additional information relating to <br />the new alternative for the 8 foot high soundwall, and also felt that the residents <br />of Kolln Street should be allowed time to review and comment on this alternative. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Butler, that Resolu- <br />tion No. 83-161, determining on the basis of a review of initial environmental study <br />done for this project, that no significant environmental impact would occur as out- <br />lined in the City's guidelines and that a mitigated negative declaration is appro- <br />priate for a major modification to case PUD-79-13 pertaining to building heights, <br />size of trucks, permitted truck routes and other possible changes to the zoning and <br />development plan for Valley Business Park, an approximately 70 acre industrial park <br />now under construction on the south side of Valley Avenue immediately east of the <br />residences on the east side of Kolln Street, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Brandes, that Ordinance No. 1084, to be read by title only and waiving further <br />reading thereof, approving the application of Valley Business Associates and Sente <br />Associates Seven for a major modification to case PUD-79'13 pertaining to building <br />heights, size of trucks, permitted truck routes and other possible changes to the <br />zoning and development plan for Valley Business Park, an approximately 70 acre indus- <br />trial park now under construction on the south side of Valley Avenue immediately east <br />of the residences on the east side of Kolln Street, subject to all conditions of <br />Planning Commission Resolution No. 2290 but modifying condition No. 9 to change <br />class 2 trucks to class 5 trucks and modifying condition No. 14 to require an 8 foot <br />high soundwall near the eastern boundary of the 30 ft. wide western landscape buffer <br />and requiring construction of that soundwall before any building permits are issued <br />for any lots on the western side of Valley Business Park, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> 9. 4/26/83 <br /> <br /> <br />
