The p~oposed <br />modification involves a reduction in the number of bedroomst addition of a swimming <br />pool and spa, minor architectural changesi. inclusion of refuse enclosurest delinea- <br />tion of emergency access, and conversion of all proposed carports to garages. Zon- <br />ing for the property is PUD (Planned Unit Development)-High Density Residential <br />District <br /> Mr. Harris presented his report (SR 83:150) dated April 20, 1983, regarding this <br />matter. <br /> <br /> Mayor Butler declared the public hearing open on this item. <br /> <br /> Mr. Steve Morgan, President of Tiberius International Corporation, 100 Bush Street, <br />San Francisco, stated his firm intends to purchase the property and construct the <br />development with the proposed modifications. He advised it was brought to his atten- <br />tion at the Planning Commission hearing that Planning Commission wanted a moratorium <br />for five years on condominium units for sale. He stated it is not his intention to <br />convert units at any time, however, not know what the future holds he would like to <br />keep the tentative map approval in effect. Herequested that the condition of such <br />moratorium on conversion to condominiums not go into effect until close of escrow on <br />the property which is scheduled for the end of May, 1983. <br /> <br /> No one in the audience spoke in opposition to this matter. <br /> <br /> There being no further testimony, Mayor Butler declared the public heaping closed <br />on this item. <br /> <br /> Councilmember Brandes stated he had concern over the elimination of the garages <br />and he requested the conditions be amended to require garages instead of carports. <br />He added that he is satisfied with the other conditions established by Planning Com- <br />mission. Mr. Morgan stated that garages in a residential rental development tend to <br />become storage areas which create problems with space allotted for guest parking, etc. <br />He stated that open carports are more generally used for parking of automobiles, not <br />used as storage. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mercer, that Resolution No. 83-160, denying the appeal of the City Council, <br />and approving a minor modification to an approved development plan for a 32 unit town- <br />house project proposed for the approximately two acre site located on the south side <br />of Palomino Drive between Pico Avenue and Concord Street, subject to conditions con- <br />tained in Planning Commission Resolution No. 2294 with the modification that garages <br />be constructed rather than carports, and with the additional condition that the re- <br /> <br /> 6. 4/26/83 <br /> <br /> <br />
