MATTERS INITIATED BY COUNCILMEMBERS <br />Reorganization of City Council <br /> Mayor Butler declared this item continued to the meeting of April 26, 1983, for <br />full Council attendance. <br /> <br /> Councilmember Mercer presented his memorandum to the Council regarding an 'article <br />published in The California Consumer regarding the danger of formaldehyde in mobile <br />homes. He stated there is pending state legislation relative to this matter which <br />will require mobile home builders to notify prospective buyers of any such materials <br />used in the construction of mobile homes, and also requiring that persons now owning <br />mobile homes be notified of this potential hazard. He asked if Council is interested <br />in following up on this legislation. Councilmember Wood stated that this had been a <br />concern of his but it was his understanding that as of October of last year builders <br />were switching to sheetrock rather than using formaldehyde materials, so that this <br />matter is no longer a problem. After discussion, Mayor Butler requested that staff <br />follow up on legislation relative to this matter. <br /> <br /> Councilmember Mercer stated he had called Sunnyvale Building Department regarding <br />their inspection and control relative to mobile homes. He was advised that mobile <br />homes are governed under state code and that the city does not have any control over <br />their construction standards. He stated that according to Sunnyvale building officials, <br />30-50% of the mobile units have some damage when delivered. Councilmember Mercer sug- <br />gested that if the Quail Creek project is approved, that the City find out our respon- <br />sibility regarding inspection of the units. He added the garages for the proposed pro- <br />ject will have to be built according to city standards but the remainder of the unit <br />does not. After discussion, staff was instructed to follow up on this matter and re- <br />port back to Council. <br /> <br /> Councilmember Mercer stated it is his understanding that a law has already been <br />passed that would allow granny units in communities that do not now allow this type <br />of housing unit, and that he would like to see a copy of the legislation. Mr. Harris <br />advised that this legislation is before the Planning Commission now for their review <br />and recommendation to the City Council, and that it will be presented to Council soon. <br /> <br /> Councilmember Mohr stated that she had covered a roller hockey ceremony for the <br />Mayor recently, and was impressed that this sport is the second largest sport in the <br />world. <br /> <br /> Mayor Butler stated that he had received a recuest from Valley Memorial Hospital <br />to support their application for Certificate of Need. After discussion, it was moved <br />by Councilmember Mercer, and seconded by Councilmember Mohr, that Resolution No. 83-127, <br />formally supporting the Valley Memorial Hospital's application for Certificate of Need, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: Councilmember Brandes <br /> <br /> Mayor Butler stated there is movement again by the Metropolitan Transportation <br />Commission to increase the tolls on the Bay Bridge and other b~y area bridges. He <br />advised that Floyd Sparks of the Herald Newspaper is suggesting that all local agencies <br />adopt a resolution opposing any increase in toll fees, stating that most of the funds <br />go to San Francisco Transit and do not benefit other cities. Councilmember Mohr asked <br />if a clause could be included to require that funds be reasonably allocated to fund <br />improvements for all Bay Area cities transit problems. 'After discussion, it was moved <br />by Mayor Butler, and seconded by Councilmember Mercer, that Resolution No. 83-128, <br />declaring City Council's opposition to any increase in bridge tolls, be adopted. <br /> <br /> 3. 4/12/83 <br /> <br /> <br />
