It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, that <br /> Ordinance No. 1083, to be read by title only and waiving further reading thereof, <br /> amending Title I, Chapter 3, Article 2 of the Pleasanton Municipal Code to define <br /> the regulatory purposes of the business license ordinance and to permit public dis- <br /> closure of owIlers names, business name and business address, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler <br /> NOES: None <br /> ABSENT: Councilmember Brandes <br /> <br /> Councilmember Mercer requested that a letter be sent to George Dickey, Clerk <br /> and Court Administrator for the Oakland-Piedmont-Emeryville Judicial District, thanking <br /> him for his encouragement of this modification to the business license code. <br /> <br /> Reconsideration of Resolution of Necessity for Johnson-Owens, East Side of Hopyard. <br /> Road <br /> (Contd. from 3-22-83') <br /> Mayor Butler declared this item continued indefinitely at the request of staff. <br /> <br />Approval of Agreement with Prudential and Shell Oil Re: Johnson/Owens Drive Realign- <br />ment <br /> Mr. MacDonald presented the report of the Assistant City Attorney (SR 83:115) <br />dated April 5, 1983, regarding this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br />Resolution No. 83-146, approving the agreement with P~udential Insurance Company, <br />Shell Oil Company, et al, regarding Johnson/Owens Drive realignment, and authorizing <br />the appropriate city officials to execute the agreement, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: Councilmembers Brandes <br /> <br />Consider Modification of Low Income Exemption to Growth Management Program <br /> Mr. MacDonald presented' his report (SR 83:134) dated April 6, 1983, regarding <br />this matter. <br /> <br /> Mr. MacDonald stated that he had talked this date with Michael Parsons, Executive <br />Director of the Pleasanton Housing Authority, and Mr. Parsons advised that he basic- <br />ally agrees with the staff report; he opposes any in-lieu fees, and is concerned about <br />getting too many low income units at a single location. <br /> <br /> Mr. Art Dunkley, 205 Main Street, stated he concurs with staff recommendations, <br />and added there should be creative solutions to the development of low income units. <br /> <br /> Mr. Hal Cranston, representing Regis Homes, stated there is a need for multi- <br />family housing and also a need for low income and senior citizen housing. He stated <br />the proposed modification provides for this type of housing and that it would not <br />concentrate low income housing in one portion of town. <br /> <br /> Councilmembers expressed various concerns as well as merits regarding the pro- <br />posed modifications for the low income exemption to the Growth Management Program. <br />After discussion, Council determined to send the report to the Low-Income Housing <br />Committee for their review and recommendation regarding this matter. <br /> <br /> 13. 4/12/83 <br /> <br /> <br />
