Selection of Architect for City Hall Expansion Project <br /> Mr. Walker presented his report (SR 83:91) dated March 2~ 1983, regarding this <br />matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Mohr, that <br />Resolution No. 83-97, selecting G. Michael Goldsworthy as the architect for the City <br />Hall expansion project, authorizing staff to negotiate and sign a contract with Mr. <br />Goldsworthy for an amount not to exceeH $15,000, and approving the program leadi~E <br />to construction as follows: (1) determine the size and floor plan of the addition and <br />any changes recommended to existing office space; (2) prepare preliminary drawings <br />and schematics and submit to Council for review; (3) send selected design and pre- <br />liminary plans to Design Review Board; (4) Council approve preliminary plans and <br />authorize architect to proceed to prepare working drawing and bid specifications; <br />and (5) Council approve drawings and specifications and authorize calling for bids, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Review of Bids for the Surplus City Property on the Northeast Corner of Peters Avenue <br />and Bernal Avenue <br /> Mr. Warnick presented his report (SR 83:80) dated March 1, 1983~ regarding this <br />matter, recommending that the one bid from Mr. Gooch be rejected and to consider <br />whether or not referral of the zoning matter to the Planning Commission would be <br />appropriate. <br /> <br /> Mr. Kenneth Gooch, 4466 Black Avenue, stated he would like to purchase the pro- <br />petty and would like to do so as soon as possible. <br /> <br /> The City Attorney clarified that an unresponsive bid is invalid and must be re- <br />jected. He further clarified that the bid could not be modified after the bid open- <br />ing and that the bid process would have to be repeated in this case. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by Council- <br />member Brandes, that Resolution No. 83-98, rejecting the one bid received for the <br />purchase of surplus City property on the northeast corner of Peters Avenue and Bernal <br />Avenue, and determining to refer to Planning Commission for consideration of variances <br />and/or rezoning to make the parcel more developable and saleable, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mr. Warnick presented his Information Report (IR 83:06) dated February 28, 1983, <br />transmitting the Minutes from the Staff Traffic Committee meeting of February 16, 1983, <br />for the information of the Council. No action was required or taken by Council on <br />this item. <br /> <br /> Mr. Walker presented the three month City Council Agenda Planning Report for the <br />months of March, April, and May, for the information of the Council. <br /> <br />Consultant for General Plan Review Committee <br /> Mr. Walker presented his report (SR 83:93) dated March 2, 1983, regarding this <br />matter. <br /> <br /> 12. 3/8/83 <br /> <br /> <br />
