The roll call vote was as follows: AYES: Councilmembers Brandes, Mercer, and Mayor Butler NOES: Councilmember Wood ABSENT: Councilmember Mohr Matters for the Information of the Council Mayor Butler presented the City Council Agenda Planning Report for the months of February, March, and April. Mayor Butler presented the Information Report of the Director of Public Works and Utilities (IR 83:3) dated January 31, 1983, transmitting the Minutes from the Staff Traffic Committee meeting of January 19, 1983. No Council action was required or taken regarding this item. Mr. Walker presented a letter from Insurance Services Office of California form- ally notifying the City that the ISO rating has been improved from a Class 4 to a Class 3 effective March 1, 1983. Mayor Butler recessed the meeting at 9:55 P.M. Mayor Butler reconvened the meeting at 10:00 P.M. REPORTS OF THE CITY ATTORNEY Resolution Review History of Growth Management Element of the General Plan Mr. MacDonald presented his report (SR 83:52) dated February 7, 1983, regarding this matter. He reviewed minor corrections to the draft resolution. Mr. Gerald Goudreau, 5451 Corte Paloma, asked for a copy of the supporting docu- ments related to this resolution. Mr. Harvey Levine, 2396 Vintner Way, former Deputy City Attorney and City Attorney for the City of Pleasanton from 1975 to 1982, presented an oral history of the growth management plan. Mr. Levine stated that he was closely involved in the entire process leading to adoption of the growth management element and that there was no implication or intent that the growth management element would limit commercial or industrial growth at all. After discussion, it was moved by Councilmember Mercer, and seconded by Council- member Brandes, that Resolution No. 83-55, reviewing the history of the Growth Manage- ment Element of the General Plan, be adopted.
