155

Mr. Merle Lee Miller, 3231 Vineyard Avenue ~112, in the Hacienda Mobile Home Park,
stated he would like a stop sign put on the south side of the bridge at Bernal and
Vineyard. He feels the yield sign is not adequate for this intersection. He ex-
pressed his concern that there seems to be no parking plan on this project. He
stated he does not have a problem with density but is concerned with the traffic in-
creasing on Vineyard Avenue. He would like to see additional parking on the street
and a larger park. Mr. Miller stated he would like to see the units blend in with
the line-sight of existing homes.

Mr. Frank Silva, 3231 Vineyard Avenue #138, Hacienda Mobile Home Park, stated he
would like for the Cit~ to pay attention to the senior citizens in the area. He feels
the back area of the project should be opened up to provide access for the senior
citizens in the mobile park.

Mr. Frank Degi, 92 Madeira Drive, officer of the homeowners association, submitted
a petition to the Council with 263 signatures supporting the park. He stated people
would prefer not to have any more condominiums built in the area. He also stated that
the Vintage Hills park is too steep to be of any benefit to the area. He would like
to see a park with a baseball and soccer field, one-half court for basketball, and a
tot lot. The park was presented as being half of the project area when first proposed.
This has gone astray. Mr. Degi stated he would like to do away with the passage way,
which he feels would then require a cross walk.

Mayor Mercer inquired about the park dedication fee, which Mrs. Bengtson stated
was $126,000.

Mayor Mercer instructed Mr. Warnick to check into the issue of the stop sign as
brought up by Mr. Miller.

Mayor Mercer stated he felt six items should be addressed tonight: (1) make a
decision on whether the corner piece should be purchased; (2) that construction not
start until the Bernal Avenue and Valley Avenue connection is underway; (3) visitor
parking; (4) density; (5) where entrances should be; and (6) size of the park.

Mrs. Bengtson stated there would be room for a play field for pick-up soccer, a
diamond with a small backstop, basketball court (half or possibly full court), child-
rens play area. She has not heard input from the neighborhood regarding picnic tables
and barbeque areas, but feels there should be room for these items if they want it.

Mr. Dunkley stated he would like two members of the Council involved with input
to this project. Mayor Mercer appointed Councilmembers Butler and Brandes to this
subcommittee.

There being no further discussion, Ma~7or Mercer declared this item continued open
to the meeting of January 22, 1985, 8:00 P.M., in the Pleasanton Council Chambers.

Establishment of Soundwall Policy for 1-680
Mr. Harris presented his report (SR 84:654) dated December 11, 1984, regarding
this matter.

Mayor Mercer declared the public hearing open on this item.

Ms. Kathy Dana, of POD, presented drawings depicting the soundwall and its rela-
tion to homes and the highway. Ms. Dana noted that homeowners have been shown these
drawings and they have no problem with its 18~ ft. height.

No one in the audience spoke in opposition to this item.

6. 12/11/84
