his main concern is that the electorate be made aware of candidate contributions prior <br />to going to the polling places and that an added disclosure period would be beneficial <br />to residents in terms of knowing who is supporting each candidate. He stated he would <br />like to require a lower limit be'established for reportable contributions. He ques- <br />tioned state law, stating he felt a local ordinance would be more appropriate. He <br />suggested a $25.00 maximum reportable contribution. He cited astatement out of the <br />Fair Political Practices Manual of 1980, which states that based on cities and counties <br />that have adopted their own ordinances there is a healthy experimentation being attempted <br />by these cities and counties and the governmental process cannot but be benefitted. He <br />stated this is his point, and he urged changes. <br /> <br /> Councilmember Mohr asked Mr. Tarver what he would suggest as an addition reporting <br />period. Mr. Tarvet suggested a reporting period three to five days prior to an election. <br /> <br /> Councilmember Brandes asked Mr. Tarver how he would handle a candidate being in <br />debt at the end of his campaign, and with additional contributions being received later <br />to pay off this debt. Mr. Tarver stated he could not respond to that. <br /> <br /> Mayor Mercer stated the City now complies with State law and he felt no additional <br />controls are necessary. <br /> <br /> Councilmember Brandes stated this seems to be trying to find a cure when no one is <br />sick. He stated there is no problem in Pleasanton and no one has abused the law. He <br />advised that any excess of contribution funds has always been placed back into the <br />community for needed projects. He stated the reporting requirements are stringent <br />and are sufficient as they are now. He stated he would not support any changes. <br /> <br /> Councilmember Wood brought up the issue of limitation of two terms but no further <br />discussion took place regarding this matter. <br /> <br /> After discussion, Council took no action on this matter. <br /> <br /> Mayor Mercer presented a communication from Young Life requesting to use the Zone <br />7 property on Hopyard Road for a Christmas Tree lot. Mayor Mercer explained that <br />granting this use would benefit the public because the Young Life group provides drug <br />free and alcohol free activities for Pleasanton youth. Council concurred with this <br />request and instructed City staff to waive any fees relative to the permit for this <br />use. <br /> <br />CITY COUNCIL CALENDAR <br /> Mr. Walker presented the City Council Calendar for the information of the <br />Council. <br /> <br /> Council discussion ensued regarding the meeting dates for Council meetings in <br />December. After discussion, Council determined to schedule only one meeting in <br />December, that one to be held on December 11, 1984. <br /> <br />EXECUTIVE SESSION <br /> There was no Executive Session held at this meeting. <br /> <br />ADJOURNMENT <br /> There being no further business at 10:35 P.M., it was moved by Councilmember Wood, <br />and seconded by Councilmember Brandes, that the meeting be adjourned to meet again in <br />Regular Session on November 13, 1984, 8:00 P.M., in the Pleasanton Council Chambers. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> 13. 10/30/84 <br /> <br /> <br />
