Zoning for the property is PUD (Planned Unit Develop- <br /> ment)-Low Densi.ty Residential/Medium Density Residential/Open Space District <br /> <br /> Consider Adoption of Mitigated Negative Declaration <br /> Mr. Harris presented his reports (SR 84:538 and SR 84:539) dated October 9, 1984 <br /> regarding these two items. <br /> <br /> Mayor Mercer declared the public hearing open on the general plan amendment appli- <br /> cation, the negative declaration, and the rezoning and development plan application. <br /> <br /> Mr. Ted Fairfield, Civil Engineer, representing the applicant, stated that the <br /> Planning Commission minutes attached to the staff report review in detail the proposed <br /> project. He advised that Planning Commission recommends approval of 216 units rather <br /> than the 224 units requested by the applicant. He presented a rendering of the pro- <br /> posed project. Mr. Fairfield stated that the project will not or cannot by a physical <br /> project until 1986; there is no possibility that housing can start until such time as <br /> the connection between Bernal and Stanley is under construction, and then only 50 units <br /> can be built. He advised that Mr. Lin has offered up to $400,000 for construction of <br /> the street improvements.
