Mayor Mercer asked when work on the entrance to the Sports Park is scheduled. Mr. <br /> Warnick advised it has not yet been scheduled; the improvements are a condition of <br /> approval on the parcel map of Hacienda Business Park and the extension of Stoneridge <br /> Drive. He stated the parcel map is expected to be filed within a year. <br /> <br /> CITY COUNCIL CO~ITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Ray Oliva, 3109 Camden Court, thanked Council and staff for responding to his <br /> recent problems related to vehicle damage from oil and gravel on streets and excessive <br /> speed of construction trucks in the Hacienda Business Park area. He requested Council <br /> to look into a problem at the intersection of Santa Rita Road and West Las Positas <br /> Boulevard; when making a left turn at the signal onto West Las Positas Boulevard the <br /> street merges into a one lane from two lanes creating a dangerous situation. Mr. War- <br /> nick stated that striping has not yet been done at this location but should be accom- <br /> plished by next week. He advised he would look at this situation to see if further <br /> improvements should be made so that it will be a safe intersection and street. Mr. <br /> Oliva stated he is also concerned about the rapid rate of growth in the City and re- <br /> quested Council to take a careful look at the long range ramifications of this rapid <br /> growth on the City. <br /> <br /> Mrs. Loren Lentz, 592 Ta~my Drive, stated she felt there are special problems in <br />the Vintage Hills area; there is lots of openness but not much access. She stated <br />there is too much development being planned for this area, and she felt an in-depth <br />study should be done during the winter months when there will not be much construction <br />going on. She requested that no further development be approved until better access <br />is provided from this area to the freeway as well as Stanley Boulevard. <br /> <br /> Mr. Frank Belecky, 892 Madeira Drive, speaking for himeself, stated there is a <br />need for a review of the access in and out of Vintage Hills, and he would like a <br />study district to include the odd shaped lots in this area. <br /> <br /> After discussion, Council determined to expand the scope of study for the Vineyard <br />Avenue area approved at the last meeting, to include the Vintage Hills area. <br /> <br />PUBLIC HEARINGS <br /> Councilmember Wood asked if all the general plan amendments being considered at <br />this meeting were consistent with the Citizens General Plan Review Committee report. <br />Mr. Harris advised that all the general plan changes appear to be in eonformance with <br />the General Plan Review Committee recommendations. <br /> <br />Application of Cynthia Ostle to amend the General Plan Land Use designation of an <br />~pproximat.eAy 10,000 sq. ft. site located at 1734 Santa Rita Road (southeast corner <br />of Santa Rita Road and Valley Avenue) from "Medium Density Residential" to "Commer- <br />cial and Offices". The subject property is currently zoned R-1-6500 (Single-Family <br />Residential) District <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 84:536) dated October 9, 1984, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the nega- <br />tive declaration. <br /> <br /> Mrs. Cynthia Ostle, applicant, stated this matter has been before Council at a <br />previous meeting for consideration; the reason for the request for this change is <br />because of changes made by the City in the widening of Santa Rita Road and the in- <br />stallation of a soundwall which render the subject residence unfit for living quarters. <br />She stated she concurs with staff recommendations. <br /> 3. 10/16/84 <br /> <br /> <br />
