Open' from 8-14-84 and 9-11-84) <br /> Mr. Harris presented his report (SR 84~554) dated October 11, 1984, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> No one in the audience spoke in favor of or in opposition to the matter. <br /> <br /> Mayor Mercer declared the public hearing closed. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, that <br />Ordinance No. 1162, to be read by title only and waiving further reading thereof, <br />approving RZ-84-10, application of the Planning Commission to amend certain sections <br />of the zoning code as they pertain to temporary signs adjacent to freeways, be <br />introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />North Pleasanton Fire Protection Assessment District No. 1982-6 <br />'(Contd. open from 10-2-84) <br /> Mr. Walker presented the report of the Assistant City Manager (SR 84:543) dated <br />October 16, 1984, regarding this matter. <br /> <br /> Mayor Mercer declared thelcontinued public hearing open on this item. <br /> <br /> Mr. Tom Andrews, representing Valley Memorial Hospital, speaking on behalf of <br />the Board of Directors, requested their proposed site be exempted from this assess- <br />ment district. He advised that the hospital is a non-profit corporation serving the <br />needs of the Valley. He stated that approximately three million dollars worth of <br />free care has been dispensed from the hospital. He stated the burden of the $1.6 <br />million assessment would create added costs for their patients health care services. <br />He stated that the hospital expects to be built within the next two years, however <br />if for some reason it is not built, then some arrangements could be made by the City <br />for the buyer to pay their fair share of the assessment district costs. <br /> <br /> Mr. Robert Brunsell, Bond Counsel advised that a clause could be added to allow <br />for collection of fees at the time of development if some developer other than the <br />hospital uses this land. <br /> <br /> Mr. Joe Hill, Fire Chief, stated that if the hospital does not use the site it <br />will revert back to residential zoning, which is exempt from the assessment district. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on this item. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, to <br />approve the North Pleasanton Fire Protection District No. 1982-6, excluding the <br />Valley Memorial Hospital site from the Assessment District. <br /> <br /> 19. 10/16/84 <br /> <br /> <br />
