29I

possible BART parking lot proposed to be located on Mozartvs property. After dis-
cussion, Council concurred for Mayor Mercer to assign a subcommittee to meet with
Mozart Development Company, representatives of BART, and City staff regarding this
matter. Mayor Mercer appointed Councilmember Brandes and himself to serve on this
subcommittee.

Mayor Mercer stated he has concerns regarding the sidewalk boxes that are in
front yards of residences which allow water to collect and also makes it difficult
for landscaping. He requested City staff to consider placing these boxes in the
sidewalk rather than in front yards.

CITY COUNCIL COMMITTEE REPORTS
Transit Committee Report
CouncilmenLber Mohr presented her memorandum dated September 27, 1984, regarding
the Transit Committee report. She advised that Hacienda Business Park has requested
the Committee to consider the need for a supplemental report of the proposed bus
routes in Pleasanton given the industrial, commercial, and residential growth since
the first transit study was undertaken, and they are willing to pay for this study.
She stated that since the review assessment would be mainly for the City of Pleasanton,
the other cities represented on the Transit Committee did not wish to participate.
After discussion, it was moved by Councilmember Mohr, and seconded by Councilmember
Butler, that ReSolution No. 84-499, authorizing the conduct of a supplemental transit
study that re-examines the proposed bus routes in Pleasanton, that the City contract
for this study and seek reimbursement from Hacienda Business Park, directing City
staff to prepare a scope of work to govern the conduct of the supplemental study and
submit it to the City Council for approval, and authorizing staff to discuss the con-
duct of the supplemental study with DKS Associates, the firm who prepared the original
transit study, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr,. Wood, and Mayor Mercer
NOES: None
ABSENT: None

MEETING OPEN TO THE PUBLIC
Mr. Jim Self, representing Hacienda Business Park Owners Association, reviewed
the steps being taken to alleviate the noise problem presented by Mr. Jacobson at the
last Council meeting. Mr. Self advised that the soundwall in Mr. Jacobsonts area
will be increased in height by 32 inches, and that work will begin as soon as materials
are received. Mr. Self stated that noise level tests will be taken after installation
of the higher soundwall to see if it meets city codes; if it does not, further steps
will be taken to alleviate the problem, such as double-paned windows, etc. Mayor
Mercer thanked Mr. Self for presenting this information to Council.

Ms. Jackie Sullivan, 7860 Olive Court, asked if and when Council would consider
establishing a campaign contribution ordinance, as presented by Mr. Tarvet at the
last meeting. Mayor Mercer advised it would be within 60 days.

Mr. Steve Hughes, 587 Touriga Court, spoke regarding Councilmember Brandes' con-
cern regarding downspouts causing water drainage problems. He stated his neighbor-
hood suffers from this problem. He suggested the downspouts be hooked up to pipes
running to the gutter, which would solve a lot of the problems.

Mrs. Jackie Murray, 527 Main Street, advised Council she has a parking problem
in that there are no parking spaces available where she lives and that Main Street
parking is limited to one hour, which requires her moving her car every hour. She
requested that Council grant her a special parking permit to allow her to park on
Main Street longer than one hour. After discussion, Mayor Mercer directed Mrs.
Murray to meet with the City Manager to discuss the matter further to see what can
be worked out.
6. 10/2/84
