cc. Adoption of Resolution No. 84-412, approving reorganization of the field ser- <br /> vices operation as follows: <br /> <br /> 1. Park maintenance responsibility transferred to the Director of Recreation <br /> and Human Resources; <br /> <br /> 2. The two Public Works Superintendent positions combined into one position <br /> of Field Services Superintendent with responsibility over water operation <br /> and distribution, sewerage collection and storm drains, street maintenance <br /> and park maintenance. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Mercer <br /> NOES: Mayor Mercer on item 4x <br /> ABSENT: Councilmember Butler <br /> <br /> MATTERS INITIATED BY COUNCILMEMBERS <br /> Mayor Mercer stated that he had received a letter from the Mayor of Dublin re- <br /> questing a meeting with representatives of the City Council to discuss the future <br /> of the Arroyo Vista housing project, which is located in the City of Dublin but <br /> under the jurisdiction of the City of Pleasanton. After discussion, Mayor Mercer <br /> appointed Councilmembers Mohr and Wood to meet with members of the Dublin City <br /> Council to discuss this matter. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mrs. Dorothy Bevard, 7974 Hillsboro Court, stated that her residence backs up to <br /> Foothill Road adjacent to the Moller/Ormond dirt quarry, which has 220 trucks per day <br /> traveling within 100 feet of her windows. She advised that the quarry operators have <br /> asked for a seventeen year extension of their permit as well as an increase in truck <br /> traffic, which she adamantly opposes. She stated the quarry sometimes operates from <br /> 4:00 a.m. to 11:00 p.m., and that it creates noise, dust, and traffic hazards. She <br /> stated she is especially concerned about children traveling to Foothill High School <br /> when school starts in September. She requested Council assistance in opposing the <br /> ~pproval of the extended quarry permit by the Alameda County Planning Commission and <br /> the Board of Supervisors. She advised that she is circulating a petition in the <br /> affected area to present to the County Planning Commission. Mayor Mercer stated he <br /> would attend the County Planning Commission meeting on August 20th to restate the <br /> City of Pleasanton's strong opposition to the extension of the quarry per~.it. Coun- <br /> cilmember Brandes suggested Mrs. Bevard contact Supervisor Don Excell for his support <br /> in this matter. <br /> <br /> Mr. R. A. Oliva, 3109 Camden Court, publicly commended the Police Department for <br /> their sympathetic handling of a difficult situation his family was recently involved <br /> in. Mr. Oliva stated that Pleasanton Meadows is rapidly becoming "mud meadows" be- <br /> cause of construction in the area. He asked what responsibility the developer has <br /> regarding cleaning up mud, dirt and gravel strewn by their trucks. He added that the <br /> trucks also exceed the speed limits. He stated that newly-layed asphalt has damaged <br /> his new car, and that he has not had any satisfaction from the developer regarding <br /> this matter. Mr. Oliva stated he moved to Pleasanton nine years ago because he felt <br /> it would be a dynamic place to live and he knew a certain amount of progress is needed <br /> but he urged Council to carefully consider the large amount of development being pro- <br /> posed in the community. He also felt the City is getting too many soundwalls, which <br /> in his opinion adversely affect the aesthetics of a neighborhood. Mayor Mercer in- <br /> structed staff to put extra patrols in this area to check on speed of trucks and to <br /> take corrective measures; that the streets be swept as soon as possible; and that the <br /> <br /> 4. 8/14/84 <br /> <br /> <br />
