Mayor Mercer thanked Mr. Shields for this generous donation.

MATTERS INITIATED BY COUNCILMEMBERS
Proposed Valley Transit Authority Joint Powers Agreement
" t Councilmember Mohr stated that draft copies of the Joint Powers Agreement for the
Valley Transit Authority had been transmitted to Councilmembers and she would like their
comments regarding the JPA. Mayor Mercer stated he had some concerns regarding how many
agencies should be included in the JPA, as well as some other concerns in the joint
powers agreement itself. Councilmember Butler stated there are some pitfalls asso-
ciated with the joint powers agreement but he felt this is an unusual opportunity for
valley-wide planning that can and should be done by the three cities in the Valley;
he was not sure about County participation. After discussion, Council scheduled a
study session on Monday evening, July 30, 1984, 7:00 P.M., to further review the draft
joint powers agreement for the proposed Valley Transit Authority.

Councilmember Wood stated the waterslide people stated they were going to complete
landscaping in that area, and it still has not been done. He requested staff to in-
vestigate this matter. Staff advised that most of the landscaping has been completed.

Councilmember Wood asked about the sidewalk on Abbie and Miradot and weeds behind
the wooden fence, which he thought was supposed to be landscaped by the developer. Mr.
Harris advised that this area was hydro-seeded three years ago by the developer, and
that landscaping is now the responsibility of the individual property owners. Council-
member Wood requested staff to investigate this matter further.

Councilmember Butler stated it was his understanding that today is the last day
for Southern Pacific to clean up the Albers building that was recently demolished. Mr.
Walker advised that the City will contact Southern Pacific in an attempt to get their
property cleaned up, under the Nuisance Abatement Ordinance, if the property is not
cleared by July 25th.

Councilmember Butler stated that he and Councilmember Mohr had been appointed by
the Mayor to make recommendations regarding an environmental monitoring panel. He
advised that after consultation with Chandler Lee, Planning Consultant for the City,
that it is their recommendation that nine people be appointed to an environmental
monitoring panel and that this panel be charged with addressing the best approach
for the Scope of Work. It was moved by Councilmember Butler, and seconded by Council-
member Mohr, that Resolution No. 84-374, appointing the following persons to serve on
an environmental monitoring panel:

3. 7/24/84
