Application of the City of Pleasanton to update the Housing Element of the General <br />Plan as required by Section 65588(a) of the Government Code. The update consists <br />of an examination of current housing needs, updated residential site inventory, <br />and a housing program evaluation <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Harris presented his report (SR 84:348) dated June 19, 1984, regarding this <br />matter. <br /> <br /> Ma~7or Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Ms. Ilene Weinreb, representing the Bay Area Council, presented a letter from the <br />Bay Area Council dated June 22, 1984, expressing concern about the region's supply of <br />housing to meet the needs of the growing number of Bay Area employees, particularly <br />in the tri-valley area. The City's growth management policy is appropriately identi- <br />fied in the element as a governmental constraint to housing production. However, the <br />element does not identify any action towards removing this constraint that serves to <br />keep housing production far below the level necessary to complement Pleasanton's em- <br />ployment growth. The element should call for a reassessment of the conditions sur- <br />rounding the growth issue. The projected increase in Pleasanton's employment base <br />combined with the cap on residential growth will result in a significant mismatch <br />between jobs and housing. This, in turn, will inflate housing prices and worsen <br />traffic conditions and air quality. In light of these serious repercussions, the <br />City should examine the validity of addressing the sewage capacity problem by means <br />of the growth management program and direct its efforts towards identifying alterna- <br />tive methods for dealing with this particular growth problem. She stated the City <br />should also increase base densities on residential parcels to enhance the possibility <br />of producing affordable homes and continue to make additional lands available for <br />residential use. Ms. Weinreb urged Council to look at ways to match industrial <br />growth with affordable residential growth. <br /> <br /> Councilmembers took exception to the remarks made by Ms. Weinreb, stating that <br />the Growth Management Plan has proven effective in the City of Pleasanton. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Brandes, that <br />Resolution No. 84-322, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City-'s guidelines and that a negative declaration is appropriate in <br />connection with the application of the City of Pleasanton to update the Housing Ele- <br />ment of the General Plan as required by Section 65588(a) of the Government Code, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, that <br />Resolution No. 84-323, approving the application of the City of Pleasanton to update <br />the Housing Element of the General Plan as required by Section 65588(a) of the <br />Government Code, be adopted. <br />The roll call vote was as follows: <br />AYES: Counci~nembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSEHT: None <br /> <br /> 7. 6/26/84 <br /> <br /> <br />
