Ms. Celia Baker, Livermore, representing the Livermore Peace Monument Committee, <br />invited CounciLmembers to the dedication of the Peace Monument in Livermore on July <br />4, 1984. <br /> <br />PUBLIC HEARINGS <br />Application of Cynthia Ostle to amend the General Plan Land Use designation of an <br />approximately 10,000 s~. ft. site located at 1734 Santa Rita Road (southeast corner <br />of Santa Rita Road and Valley Avenue) from "Medium Density Residential" to "Commer- <br />cial and Offices". The subject prop.erty is currently zoned R-1-6500 (Single-family <br />Residential) District <br /> Mr. Harris presented his report (SR 84:349) dated June 19, 1984, regarding this <br />matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mrs. Cynthia Ostle, 3832 Foothill Road, stated the reason for the request for a <br />change in the General Plan for the property at 1734 Santa Rita Road was because the <br />property is no longer suitable for a residence due to two separate changes made by <br />the City of Pleasanton. The first change was a condemnation of the front portion of <br />the property which was acquired by the City by eminent domain for the purpose of <br />widening Santa Rita Road. This change meant that the house was 20 feet closer to <br />the road. The subsequent increase in the amount of heavy traffic on Santa Rita Road <br />plus the installation of a stop light in front of the property makes the increased <br />noise and dust unbearable. This change also necessitated black topping the entire <br />side area of the house in order to permit access to the garage because the original <br />driveway access onto Valley Avenue was closed and changed to Santa Rita Road. The <br />second and most recent change was the installation of a nine foot soundwall on the <br />north side of the property which makes the house seem like a prison. Mrs. Ostle con- <br />cluded by stating that in the course of development this property has become an is- <br />land and is unfit for residential use, therefore she is requesting a general plan <br />amendment to commercial and office district so that she may open a professional <br />office and small gallery on the site. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> Mayor Mercer declared the public hearing closed. <br /> <br /> During discussion, the Council was advised that because both the staff and Plan- <br />ning Commission were recommending denial, no environmental assessment had been pre- <br />pared and that Council could not take any final action approving the application if <br />they so desired. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, to indicate Councit's support, pending the results of the environ- <br />mental assessment, by initiating a general plan amendment and rezoning of an approxi- <br />mately 10,O00 sq. ft. site located at 1734 Santa Rita Road (southeast corner of Santa <br />Rita and Valley Avenue) from Medium Density Residential to Commercial and Offices, and <br />directing staff to prepare an appropriate environmental assessment for the project, <br />addressing just the one lot at 1734 Santa Rita Road. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> 4. 6/26/84 <br /> <br /> <br />
