MATTERS INITIATED BY COUNCILMEMBERS
Councilmember Wood stated he has received several telephone calls regarding
excessive dust problems due to construction within the City. He asked what the
City could do to control this problem. The City Attorney advised that the City
has taken reasonable measures to control dust and will continue to do so.

Councilmember Wood advised that ACTEB/ACAP has received approximately $353,000
for summer youth and out-of-school work programs for the summer.

Councilmember Wood stated that the Alameda County Solid Waste Management Board
has been discussing the possibility of solid waste being dumped at Vasco Road; and
that since all other cities in Alameda County receive a surcharge from the Altamont
Dump Site, he felt the cities of Pleasanton and Livermore should receive a surcharge
from the Vasco Road Dump Site. It was moved by Councilmember Wood, and seconded by
Councilmember Brandes, that the City Council of the City of Pleasanton go on record
as being in favor of an amendment that would allow the cities of Pleasanton and
Livermore to receive a surcharge from the Vasco Road dump site.

Mavor Mercer stated that the Subcommittee of the Solid Waste Management Board,
of which he is a member, has been meeting and will make a recommendation to the Solid
Waste Management Board soon which in his opinion will solve this problem. He stated
he felt this motion is premature and would be voting against it. He advised that
Contra Costa County does not charge for Alameda County to dump at their sites and he
did not feel it is fair for Pleasanton to place a surcharge on a Contra Costa site.

CouncilmenfDer Brandes withdrew his second to Councilmember Wood's motion.

After further discussion, it was moved by Councilmember Wood, and seconded by
Councilmember Monr, that the City Council of the City of Pleasanton go on record
requesting the Alameda County Solid Waste Management Board to make an amendment to
their plan that would allow the cities of Livermore and Pleasanton to receive the
same type surcharge as the City of San Francisco pays to use the Altamont Dump Site.
The roll call vote was as follows:
AYES: Councilmembers Mohr and Wood
NOES: Councilmembers Brandes, Butler, and Mayor Mercer
ABSENT: None

Councilmember Mohr stated that the residents of Mission Park have asked for con-
sideration of a stop sign on Sonoma at Mission Drive. This matter was referred to
the Staff Traffic Committee.

Councilmember Mohr asked when the building at the corner of Spring Street and
Main Street would be painted and the gray primer covered. Mr. Harris advised this
matter should be referred to the Downtown Association.

Councilmember Brandes advised that the Citizens Advisory Cable TV Committee had
met recently and discussed representation on that committee. It was moved by Council-
member Brandes, and seconded by Councilmember Mohr, that Resolution No. 84-290, that
the four cities of San Ramon, Dublin, Livermore, and Pleasanton initiate negotiation
proceedings simultaneously to participate in the Citizens Advisory Cable TV Committee,
be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

4. 6/12/84
