MATTERS INITIATED BY COUNCILMEMBERS
Mayor Mercer presented the new committee assignments on the various Boards and
Commission effective May 1984, to Councilmembers.

It was moved by Mayor Mercer, and seconded by Councilmember Butler, that Resolu-
tion No. 84-202, declaring that the City Council of the City of Pleasanton go on re-
cord in favor of Measure K - expansion of sewer capacity to the LAVWMA pipeline, to
be voted on June 5, 1984, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

Mayor Mercer instructed staff to send copies of this resolution to the Cities of
Dublin, Livermore, San Ramon, and DSRSD, and suggesting that they take the same action.

Mayor Mercer advised there is pending legislation, AB-12, which requires each
community to amend their general plan to include a hazardous waste element. He stated
that many cities and counties have a solid waste management ordinance, and that many
small cities do not have any problem with this matter. He felt the legislation is an
overkill, and is in opposition to it. After discussion, Mayor Mercer instructed the
City Attorney and Fire Chief to report back to Council with further information and
recommendation relative to AB-12.

CITY COUNCIL COMMITTEE REPORTS
There were no City Council committee reports presented at this meeting.

MEETING OPEN TO THE PUBLIC
No one in the audience addressed the Chair.

PUBLIC HEARINGS
Application of the ~ity of Pleasanton to amend the provisions of Ordinance No. 885,
rezoning approximately 61 acres immediately north of the Pleasanton Sports and Recre~L
tion Park, to delete Section 4(1)(d) guaranteeing "no street access from the develop-
ment to Sutter Gate (D~ive)"

Consider Adoption of Negative Declaration
Mr. Harris presented his report (SR 84:205) dated April 19, 1984, requesting that
this item be continued to the meeting of May 8, 1984, in order to allow time for a
detailed analysis of the implications of making improvements to the Hopyard Road/Park-
side Drive intersection.

Mayor Mercer declared the public hearing open on this item.

Ms. Geraldine Kirsling, 4988 Mohr Avenue, stated she is concerned about the fire
access that is being considered. She advised that when this project was considered in
1979, the residents were guaranteed there would not be any street access from the
development to Sutter Gate. She stated that her biggest concern is that any access
would later allow for a through street, which she is very strongly opposed to. She
asked Council for assurance that there would not be any access opening on Sutter Gate.
She suggested that Skylark be considered for an emergency access, if it is determined
such such access is necessary.

Mr. Doug Bennington, 4957 Mohr, stated he was in attendance at the Council meeting
when Council approved a house being placed at the access location. He stated he is
opposed to any opening on Sutter Gate for any kind of traffic. He presented maps and
photographs showing that an access opening could be placed at Skylark.

4. 4/24/84
