It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that <br />Resolution No. 84-106, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's guidelines and that a negative declaration is appropriate in <br />connection with the application of Wagerman, Black, Cartlidge, et al, for PUD (Planned <br />Unit Development) development plan approval for a proposed low density residential <br />project on approximately 25 acres located in the general vicinity of the northwest <br />corner of Mohr and Martin Avenues, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wood to deny the appeal of Wagerman, Black, Cart- <br />lidge, et al. <br /> <br /> The motion died for lack of a second. <br /> <br /> After considerable discussion, it was moved by Councilmember Brandes, and seconded <br />by Councilmember Mercer, that Ordinance No. 1028, to be read by title only and waiving <br />further reading thereof, approving the appeal of Wagerman, Black, Cartlidge, et al, and <br />approving the application for PUD (Planned Unit Development) development plan approval <br />for a low density residential project on approximately 25 acres located in the general <br />vicinity of the northwest corner of Mohr and Martin Avenues, subject to conditions set <br />forth in Staff Report 84:117, and adding the following conditions: (1) that one 19,500 <br />sq. ft. lot sho~m in the plan on the Cartlidge property be eliminated; (2) a require- <br />ment that 2,500 sq. ft. be the minimum size for houses; (3) that the curb and gutter <br />requirement be removed, be introduced. <br /> <br /> It was moved by Councilmember Mohr to amend the above motion to include the instal- <br />lation of standard curbs and gutters on the north side of Mohr Avenue and improved <br />shoulders on Martin Avenue. <br /> <br /> The motion died for lack of a second. <br /> <br />The roll call vote on the introduction of Ordinance No. 1028 was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, and Mayor Butler <br />NOES: Councilmember Wood <br />ABSENT: None <br /> <br /> Councilmember Mercer requested that staff review the street pattern and make <br />recommendations relative to Martin Avenue. Mr. Walker advised this will be included <br />in a future comprehensive street report. <br /> <br />Proposed issuance of revenue bonds for multi-family rental housing pursuant to health <br />and safety code section 52075 et se~ in a principle amount of thirteen million dollars <br />to finance the construction of a structure containing 200 rental living units avail- <br />able for rental to the general public, to be located at the intersection of Kamp Drive <br />and Oakland Avenue; the project is owned by Gatewood Associates, a Califo.rnia Limited <br />Partnership <br /> Mr. MacDonald presented his report (SR 84:111) dated February 23, 1984, regarding <br />this item. <br /> <br /> Mayor Butler declared the public hearing open. <br /> <br /> Mr. Joe Simmons, 77 Jordan Avenue, San Francisco, representing Gatewood Associates, <br />requested approval of this request, stating that construction is planned to begin in <br />April and a completion date by the Spring of 1985. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Butler declared the public hearing closed. <br /> <br /> 7. 2/28/84 <br /> <br /> <br />
