Mr. Mike Cooper, Bissell and Karn, representing the property owners, described <br /> the details of the proposed plan; addressing lot sizes, street pattern, preservation <br /> of trees, custom houses minimum of 2,500 sq. ft., utilities, density of Cartlidge <br /> parcel, and provision of street for emergency access. He advised there are two PUD <br /> applications because the parcels are not contiguous. He reviewed the background of <br /> the applications, stating that two property owners in the total parcel, Messrs. Skinner <br /> and Combs, declined to be a part of the proposed development. Mr. Cooper stated the <br /> property owners have concern about two of the conditions: Condition No. 2 - the owners <br /> ask that the direction that the houses face on Martin Avenue be left uncommitted until <br /> plans are submitted for approval; and Condition 21 - regarding payment of in lieu fees <br /> for traffic signalization at the intersection of Santa Rita Road and Trenery Drive, <br /> the owners felt there is not any significant need for a signal at this location because <br /> of the realignment of Trenery which will cause traffic to use Mohr Avenue. Mr. Cooper <br /> concluded by stating that the plan presented tonight is agreed upon by the five pro- <br /> perty owners involved, it meets the requirements as set forth by Council in their over- <br /> all guidelines for development of this area, and he asked that it be approved. <br /> <br /> Dr. Walter Panganiban, 3750 Camron Avenue, stated the development plans submitted <br /> tonight follow the objectives of the 1982 study of the Mohr/Martin area, meet the low <br /> density requirements, and are consistent with surrounding construction. He stated the <br /> owners have met many times in an effort to mitigate the concerns of the neighbors, <br /> Planning staff, Planning Commission and City Council relative to variable size and <br /> shape of lots, preservation of trees, minimal grading, fencing, density, and street <br /> light layout; adding that the preservation of individual property rights have been <br /> observed. He requested approval of the proposed development. <br /> <br /> Mr. Dean Wagerman, 2333 Martin Avenue, stated this area is the largest lot subdivi- <br /> sion, not in the FoothillRoad area, to be developed and that there is a need for this <br /> type of housing in the community, adding that the land is 100% usable. He stated the <br />.... owners would like to leave the direction of facing of houses open. He added that he <br /> would like to have gotten the two remaining property owners involved in the develop- <br /> ment plan but the plan has been left open for development of that area within the <br /> guidelines set forth by Council in 1983. <br /> <br /> Mrs. Joyce Berger, Pleasanton resident, stated that what is being proposed would <br /> add to the area, is a positive approach, and she would recommend approval. <br /> <br /> Mr. John Sutter, 1796 Beachwood Way, stated this development offers large size <br /> lots within the range of the Amador High School, and that he is interested in this <br /> type of development and would urge approval of the application. <br /> <br /> The following persons spoke in opposition to this matter: <br /> <br /> Mr. A1 Wiemken, Trenery Drive, presented his letter dated February 22, 1984, <br /> stating that the application does not meet the requirements of Ordinance No. 1065 <br /> in that the entire 35 acres is not included in the development plan. He stated he <br /> felt all houses on Martin Avenue should face the street, he had concerns about dead- <br /> end streets, and the low density line. He presented an alternate plan that would <br /> include the Skinner and Combs property, and that would meet the requirements of <br /> Ordinance No. 1065. <br /> <br /> Mr. Bill Black, Martin Avenue, objected to consideration by Council of the map <br /> presented by Mr. Wiemken. Mayor Butler stated that the map submitted by Mr. Wiemken <br /> would not be discussed or considered by Council at this meeting. <br /> <br /> Mr. Dave Gonsalves, 2215 Martin Avenue, stated he has concern for the area in <br /> general; that a lot of action by the City and County has taken place without input <br /> from the residents in the area.
