Mayor Butler appointed Councilmember Mercer and City Manager Walker to work with <br />representatives from Livermore and Dublin, to make a viable presentation at the MTC <br />hearing representing the position of the citizens and the cities for rail expansion <br />to the Vally by BART. <br /> <br /> Mayor Butler recessed the meeting at 11:35 P.M. <br /> <br /> Mayor Butler reconvened the meeting at 11:45 P.M. <br /> <br />REPORTS OF THE CITY MANAGER <br />Proposed Soundwall Construction and Landscaping for Valley Avenue <br /> Mr. Warnick presented his report (SR 84:18) dated January 4, 1984, regarding this <br />matter. <br /> <br /> Councilmember Wood requested this matter be continued two or three weeks to see <br />if he could get additional funding for this project. After discussion, Council deter- <br />mined not to continue thi.s item. <br /> <br /> Mr. Barney Knox, representing Morrison Homes, agreed to the additional costs asso- <br />ciated with the needed soil desterilization, which would add $11,250.00 to the con- <br />struction costs. <br /> <br /> Mr. Bill Lee, 2054 Raven Road, asked about the type of material to be used in <br />the soundwall construction. Staff advised it would be the same type construction <br />as the Morrison soundwall on the north side of the road but would be two feet higher. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mercer, that Resolution No. 84-22, with regard to the long-term agreement dated <br />November 22, 1983, select option 1 which calls for Morrison Homes to construct sound- <br />wall, sidewalk and landscaping per City standards on Valley Avenue between Hopyard <br />Road and Santa Rita Road; direct Morrison Homes to submit all the necessary plans and <br />specifications for City review and approvals as soon as possible to meet the May 1, <br />1984 begin construction deadline; and direct staff to bring final plans and specifi- <br />cations back to Council for review and approval, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, Mohr, Wood, and Mayor Butler <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mercer requested that the Mayer write a letter to the residents <br />with homes on Valley Avenue to advise them of the above Council action, and to give <br />them a tentative schedule for construction and completion of the soundwall. <br /> <br /> Councilmember Brandes requested that cost of landscaping the median be considered <br />at the mid-year budget review. <br /> <br />MATTERS CONTINUED FOR DECISION <br />Adoption of Ordinance No. 1111, approvlng the application of Morrison Homes for PUD <br />(Planned Unit Development) development plan approval for a 204 unit medium d~nsity <br />residential developmFnt project proposed to be constructed at the northeast corner <br />of Santa Rita Road and Valley Avenue <br />~Intro. 11-22-83, 5-Ayes) (Contd. from 12-6-83) <br /> Mayor Butler stated that Ordinance No. 1111 was introduced November 22, 1983, by <br />a vote of 5-Ayes, and that adoption of the ordinance was continued from the meeting <br />of December 6, 1983, to allow for additional information regarding the construction <br />of a soundwall. <br /> <br /> 13. 1/9/84 <br /> <br /> <br />
