Mayor Mercer suggested that a meeting be scheduled between representatives of <br /> City Council, staff, and Remen Tract residents, to discuss various alternatives <br /> relative to pre-annexation agreements that would allow those desiring to annex to <br /> the City to do so but to retain the present lifestyle of those who wish to remain <br /> in a rural atmosphere. He stated the City has no control over this area unless it <br /> is annexed to the City. <br /> <br />[O Ms. Diane Habener, 3624 Manchester, Realtor, stated she felt the Remen Tract <br />hJ should remain low or medium density zoning. She stated the people who want to build <br />[] high density will not be living in the area. She cited various financing problems <br /> associated with high density development. She advised she is particularly opposed <br />~ to the Caroline project. <br /> <br /> Mr. Ronald King, Happy Valley and Remen Tract property owner, stated he would <br /> like the Remen Tract to remain as it is now, and is opposed to the Caroline project. <br /> <br /> Mr. Tom Dillard, 452 Linden Way, stated he would support consideration of a <br /> pre-annexation agreement. He advised he is opposed to any multiple development in <br /> the area. <br /> <br /> This concluded public testimony relative to the Vintage Hills/Vineyard Avenue <br /> study. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, that <br /> a joint City Council Committee and staff meet with property owners in the Remen Tract <br /> area to give them all information necessary as to what can or cannot be done regarding <br /> pre-annexation a~reements. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Mercer appointed himself and Councilmember Brandes as representatives of the <br /> City Council to meet with Remen Tract property owners. He instructed staff to schedule <br /> the meeting and to notify all interested persons regarding this matter. <br /> <br /> Mayor Mercer stated that with regard to the petition presented this evening rela- <br /> tive to the Ruby Hills area; the City Council passed a resolution some time ago that <br /> development should not continue on down Vineyard Avenue for a long period of time. <br /> <br /> Council discussion ensued relative to whether or not the 32 unit development of <br /> Amador Valley Savings and Loan on Crellin Road is an approved project. Councilmembers <br /> Butler, Mohr, and Mayor Mercer stated they owned stock in Amador Valley Savings and <br /> Loan, thus constituting a Conflict of Interest. The City Attorney advised that pur- <br /> suant to the Rule of Necessity, the three Councilmembers would have to literally draw <br /> straws to determine who would be allowed to vote on this matter in order to have a <br /> quorum. After the drawing, Mayor Mercer was required to participate on the item; <br /> with Councilmembers Butler and Mohr abstaining. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Mercer, that Resolu- <br /> tion No. 85-129, determining that the application of Amador Savings and Loan Associa- <br /> tion for tentative map approval to create a 32 lot single-family residential subdivi- <br /> sion of an approximately 10.6 acre site located south of Crellin Road and north of <br /> Arbor Drive between Vintner Road and Tokay Court, is an approved project, for purposes <br /> of the Vintage Hills/Vineyard Avenue study and staff recommendations, be adopted. <br /> The roll call vote Was as follows: <br /> AYES: Councilmembers Brandes, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAINED:Councilmembers Butler and Mohr 3/12/85 <br /> 9. <br /> <br /> <br />
