Ms. Diane Habener, 3624 Manchester, asked about the price of these units. Staff
<br /> informed her that eight units would be available for low income in a price range of
<br /> approximately $79,500.00, and there were no restrictions on the conditions of approval.
<br /> Ms. Habener stated she did not feel there were enough restrictions on the project, she
<br />~ questioned the layout and its configuration to the Remen Tract. She requested no de-
<br />~ cision be made on this matter until after the meeting with the Remen Tract homeowners.
<br />[O Mr. Brad Caroline, 4487 Pleasanton Avenue, representing the applicant, stated that
<br />~J plans for this project have been laid out quite well, and that eight units will be sold
<br />[] at $79,500.00 for low income, which is a good price.

<br /> Mr. Ronald King, 3624 Manchester, stated that an earlier discussion on the agenda
<br /> revealed traffic problems on Vineyard Avenue, and that approval of this development
<br /> will create additional hazards.
<br />
<br /> Mr. Chuck Muth, 3644 Vine Street, on behalf of the Remen Tract residents, stated
<br /> they are in opposition to the Caroline property development because of poor design,
<br /> narrow lot and narrow street, and lot ratio. He stated he felt the $79,500.00 price
<br /> for some of the units was an incentive for Council to approve this project. Mr. Muth
<br /> expressed concern that these units would not be sold to low income Pleasanton residents.
<br />
<br /> Mr. Brad Caroline, 4487 Pleasanton Avenue, stated that award of the low income units
<br /> will be determined on a lottery system, to those qualified low income people applying
<br /> for purchase of the dwelling units.

<br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council-
<br /> member Mohr, that Ordinance No. 1181, approval of PUD-84-7, application of John and
<br /> Joan Caroline for development plan approval for a 19 unit detached single-family
<br /> residential project proposed for the approximately 2.0 acre site located on the north
<br /> side of Vineyard Avenue opposite Mavis Drive, be adopted.

<br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, that the
<br /> ordinance be amended to add the same conditions of construction that have been applied
<br /> to the rest of the Vintage Hills area.
