137 <br /> <br />Review and considerationof the EnvironmentalImpact Report prepared for the Forma- <br />tion and Construction Related to the North Pleasanton Improvement District No. 1982-4 <br /> Mr. Harris presented his report (SR 85:59) dated February 12, 1985, regarding <br />this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Nick Delboccio, 3717 Bairn Court, representing residents in Meadow View, pre- <br />sented a petition signed by 77 residents on Pimlico Drive, Bairn Court, and Crofters <br />Court, which read as follows: <br /> <br /> "It has come to our attention that due to the recent construction in our area <br /> an opportunity exists to ask our local Planning Commission to consider our area <br /> for soundwalls. The area along Pimlico Drive is being considered under a new <br /> environmental impact report for the North Pleasanton industrial area. <br /> <br /> "Planning Commission public hearings will most likely begin in February. <br /> <br /> "We, the undersigned residents, would like to indicate our support for sound- <br /> walls along Highway 580 and Pimlico Drive." <br /> <br /> Mr. Warnick advised that funds are included in the improvement district for <br />soundwalls. <br /> <br /> Mr. Bob Ellis, Vice President of the Fairlands Park Association, a 112 unit on <br />Pimlico Drive, stated that soundwalls are needed to mitigate the noise level created <br />from increased traffic. <br /> <br /> Ms. Marsha Phebus, 3709 Crofters Court, asked how far the soundwall would go. <br />Mr. Warnick advised it will go along all of the residential property. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on this item. <br /> <br /> Councilmember Mohr stated she has received telephone calls from residents on <br />Foothill Road area, inquiring if they would have a soundwall installed along their <br />property line. She stated the situation seems similar to that of the reisdents on <br />Pimlico Drive. Mr. Swift stated that after a review of this matter, it has been <br />determined that traffic will only be increased by 23% in this area, therefore it <br />does not warrant installation of a soundwall. He advised that houses in this area <br />have greater setbacks, and that there is a major grade differential which reduces <br />the noise level. He added that the matter of mitigation measures can be considered <br />again at future meetings regarding formation of the North Pleasanton improvement <br />District. <br /> <br /> Councilmember Butler stated he is glad to see reference to commute parking in <br />the report. He added that the project will be dependent on the State, and that the <br />City should urge Caltrans to keep moving on improvements at 1-580/680. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 85-75, after determining that the Environmental Impact Report has been <br />prepared in compliance with CEQA and that satisfactory responses have been made to <br />comments submitted on the Draft EIR, and in absence of any new issues being raised, <br />certify the Environmental Impact Report as complete and adequate and prepared in <br />compliance with CEQA for the formation and construction related to the North Pleasan- <br />ton Improvement District No. 1982-4, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> 9. 2/12/85 <br /> <br /> <br />
