Avenue is paved and construction of homes in the first phase is well under way; and <br />(2) that the approved construction haul route to the project will be via Bernal Avenue <br />and the Access road only--not through the existing streets in the Mission Park area. <br />Mr. Dunkley reviewed the neighborhood park site; preservation of existing trees; pre- <br />servation of the sense of open space; minimum grading; and enhancing the neighboring <br />property in every way possible. He advised that development plans will be presented <br />later. He presented an aerial map of the property, an overall view over the project <br />showing the par]<, entrance road and trees, and a blending of the surrounding area with <br />link or rail fences with natural hedging for screening. Mr. Dunkley stated he concurs <br />with the staff report and the conditions including those submitted by Mr. Harris and <br />those submitted by the homeovmers. He expressed appreciation to the Lund family, the <br />surrounding neighbors, and City staff for their assistance and input into this project. <br /> <br /> Mr. Milton Jones, President of Alisal Improvement Club, stated this group is con- <br />cerned about the main entrance going through the project and dead ending heading south. <br />He stated their concern is that this could become a main thoroughfare if the road con- <br />tinues and comes into Sycamore and Alisal; adding this would create serious traffic <br />problems. He proposed that some planning be done to show the road not meeting up with <br />Sycamore and Alisal; but another road going west back to Sunol Boulevard with a future <br />plan taking the road up around the hills toward the GE Plant. He stated this group <br />agrees that the project looks well planned and engineered but the circulation plan <br />concerns them, and they asked that this issue be considered before the plan is approved. <br /> <br /> There bein~ no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that <br />Resolution No. 85-22, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the City's ~uidelines and that a negative declaration is appropriate in <br />connection with PUD-84-15, application of Castlewood Valley Homes, Inc., for PUD <br />(Planned Unit Development) development plan approval for a 129 unit single-family <br />project proposed for the approximately 53 acre site, located easterly of the terminus <br />of Mission Drive, Junipero Street and San Jose Drive, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Butler, that Ordinance No. 1173, to be read by title only and waiving further <br />reading thereof, approving PUD-84-15, application of Castlewood Valley Homes, Inc., <br />for PUD (Planned Unit Development) development plan approval for a 129 unit single- <br />family residential project proposed for the approximately 53 acre site, located east- <br />erly of the terminus of Mission Drive, Junipero Street and San Jose Drive, subject to <br />all conditions contained in Planning Commission Resolution No. 2S86, but amending <br />Condition 29 as follows: "That the six acre open space area shall be dedicated to <br />the City with no credit given for park dedication, and adding the following condi- <br />tions: <br /> <br />30. That the developer be aware that the size of the park and open space area shown <br /> . on the development plan may be modified somewhat depending upon the final agree- <br /> ment entered into between the City and developer for the exchange of the 4.1 acre <br /> park site and the undeveloped portion of Mission Hills Park. Inno case will the <br /> park site shown on the development plan be smaller than 4.1 acres. This may <br /> require a formal modification to the development plan for Case PUD-84-15; <br /> <br /> s. 1/7/55 <br /> <br /> <br />
