There being no further testimony, Mayor Brandes declared the public hear- <br />ing closed. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, that. Ordinance No. 1235, to be read by title only and <br />waiving further reading thereof, approving PUD-85-2-2D, application of the Val <br />Strough Company for development plan approval for four auto dealership build- <br />ings on a 5.8 acre site located on Rosewood Drive south of 1-580 and northwest <br />of Santa Rita Road, subject to all conditions contained in Planning Commission <br />Resolution No. 2728, with a modification to Condition No. 4 as follows: "That <br />no banners, pennants, elevated vehicles, vehicle racks, flashing/blinking <br />lights, balloons, car window signs or any other attraction getting devices <br />shall be allowed on the site in conjunction with the vehicle sales at any <br />time", requiring additional landscaping in the inner islands of the property, <br />and requiring participation in the proposed Old Santa Rita Road benefit dis- <br />trict, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> The negative declaration in connection with this application was approved <br />by Council at their meeting of December 3, 1985, by a vote of 5-Ayes. <br /> <br />GP-85-8, Application of the Walter Johnson Foundation to amend the Land Use <br />Element designation of the General Plan to redesignate an approximately 35.8 <br />acre site east of Foothill Road from Low Density Residential to Medium Density <br />Residential and redesiqnate an approximately 173.2 acre site west of Foothill <br />Road and below the 670' elevation from Public Health and Safety to Low Densi- <br />ty Residential <br /> <br />PUD-85-15, Application of the Walter Johnson Foundation for PUD (Planned Unit <br />Development} zoning and development plan approval for a 272 unit complex con- <br />tainin~ 83 custom home sites and 189 townhouses on an approximately 316 acre <br />site located on the east and west sides of Foothill Road just north of the <br />Castlewood Country Club. Zonin9 for the property is "A" (Agricultural} <br />District <br /> <br />Consider Certification of Environmental Impact Report <br /> Mr. Swift presented his report (SR 85:612) dated December 17, 1985, <br />regarding these items. <br /> <br /> Mayor Brandes declared the public hearing open on the general plan amend- <br />ment, the Planned Unit Development application, and the Environmental Impact <br />Report. <br /> <br /> Mr. Ted Fairfield, Civil Engineer, representing the applicant, reviewed <br />the history of this property and the applications for its development. He <br />stated the number of dwelling units has been reduced from 272 to 210 units. <br />He advised the only issue that has not been settled is the matter of the park <br />access; if and where. He suggested this matter could be determined later; he <br />requested the application not be held up for this decision. He stated there <br />are some old agreements between the City and Walter Johnson which he felt had <br />moral and legal value.
