Ranch. He said it is not appropriate to designate the Staples
Ranch as urban reserve. This may be a good place for rental
housing.

Mr. A1 Dutchover, 147 Bernal Avenue, Pleasanton, spoke
representing property owners at the end of Martin Avenue. They
would like to keep it a Specific Plan Area with a mix of Medium
and High Density Residential.

Mayor Brandes stated that because of the need for new schools in
that area, they felt more comfortable if the Staples Ranch was in
urban reserve.

Commissioner Wilson suggested we take it out of urban reserve and
Councilmember Mohr suggested the entire parcel be designated a
Specific Plan Area.

There was a consensus to redesignate about 311 acres from G&LI,
LDR and Sand & Gravel Harvesting to a Specific Plan Area allowing
a mix of Medium and High Density Residential uses in
approximately the same mix as exists throughout Pleasanton today
including areas for commercial, park and public uses. The 156
acre Staples Ranch within this area should not be included as an
urban reserve.

Parcel 25 - Johnson: There was no public testimony and the
consensus was to delete the parcel from the Planning Area.

Parcel 26 - Busch: The consensus was to redesignate 8.7 acres of
this 34.7 acre parcel from MDR to HDR.

Parcel 27 - Busch: The consensus was to redesignate 17 acres to
P&I and 55 acres to MDR.

Parcel 28 - Kaiser: There was no public testimony and the
consensus was to redesignate 70 acres of this 91 acre parcel from
G&LI to S&G.

Growth Management Proposals

Mr. Marty Inderbitzen, 62 West Neal Street, Pleasanton, told the
audience it was a pleasure to serve on the Residential Review
Committee. He stated that annual allocation should consider
minimum and maximums. Exemptions should not count in
allocations, benchmarks should be abandoned and the holding
capacity should be the only benchmark. He feels there is a need
to make larger residential allocations for sewer capacity.

Mr. Ben Fernandez, 411 Main Street, Pleasanton, asked for
elimination of the 2% growth rate. He said housing is getting too
expensive in Pleasanton and the growth rate is doing much to
inhibit low cost housing.

- 12 -
