MINUTES OF THE CITY COUNCIL/PLANNING COMMISSION PUBLIC HEARING <br /> <br /> December 16, 1985 <br /> <br />CALL TO ORDER <br /> <br />Mayor Frank Brandes called the meeting to order at 7:30 P.M. <br />ATTENDANCE <br /> <br />Those in attendance were Councilmembers Mercer, Mohr, Wood, Mayor <br />Brandes and Commissioners Hoyt, Innes, Lindsay, Michelotti, <br />Wellman and Wilson. Mr. Walker, City Manager, Chandler Lee, <br />Planning Consultant, Mr. MacDonald, City Attorney, Mr. Beougher, <br />Assistant City Attorney, Mr. Swift, Director of Planning and <br />Community Development and Ms. Bengtson, Director of Recreation <br />and Human Resources were also present. <br /> <br />REVIEW OF LAND USE AND POLICY REVISIONS <br /> <br />Mr. Lee told the audience that the process of revising the <br />General Plan began in 1982 with the Industrial General Plan <br />Review Committee. Based on their recommendation, a Residential <br />Review Committee was formed that looked at residential land uses <br />and made projections for the future and issued their <br />recommendations. <br /> <br />Mr. Lee stated that the purpose of this meeting was to ask the <br />City Council and Planning Commissioners to make recommendations <br />on five discussion topics which would enable staff to prepare a <br />draft General Plan. Following that, the meeting would be open <br />for public comment on each proposed change listed in the Summary <br />of Proposed General Plan Revisions. All of the recommendations <br />made would be tentative subject to the Environmental Impact <br />Report which would be done early next year and after further <br />public hearings. <br /> <br />Councilmember Wood asked Mr. Lee if we had heard from all of the <br />property owners. Mr. Lee replied that the Councilmembers and <br />Commissioners had in front of them all of the letters received by <br />4:00 P.M. today. <br /> <br />Councilmember Mercer asked for some type of time schedule. Mr. <br />Lee said that he anticipated an administrative draft to be <br />circulated early next year. Perhaps sometime in February the <br />City would issue a draft General Plan document for anyone who is <br />interested. The City anticipates the draft Environmental Impact <br />Report to be completed in March. With the 45-day required <br />response time, the final EIR would be complete in May. Public <br />hearings would follow. Adoption could be sometime in June. <br /> <br /> - 1 - <br /> <br /> <br />
