Mr. Mike Sample, Fire Chief, City of Livermore, stated that fire problems <br /> are just as bad in this area as they are in southern California. He stated <br /> that to place the fire protection in houses rather than in fire stations is <br /> less costly to the property owners. <br /> <br />I"'- This concluded the public testimony. <br /> <br />~ Chief Hill stated the measure is a possible way to guard the City's homes <br /> against the "domino effect" of roof fires. He advised that the National Fire <br />~ Protection Association has called combustible roofs the number one contribut- <br /> ing cause of conflagrations in the world. He stated that 10.16 percent of <br /> home fires and 9.86 percent of all structure fires in Pleasanton over the last <br /> five years have been roof fires. The ordinance would require chemically <br /> treated wood shingles, or non-combustible materials on all new homes and on <br /> reroofing and repair jobs that would require a city building permit. Chief <br /> Hill stated that Class B coverings would be required for repairs and new homes <br /> in areas of extreme fire danger, particularly along Pleasanton Ridge where <br /> slopes are steep and brush and trees are plentiful. He added that the extra <br /> cost of the roofs will be offset by the longer life of non-flammable roofs. <br /> <br /> Councilmember Butler stated he could not support the proposed ordinance <br /> because of the heavy burden it will place on homeowners. He added he is not <br /> opposed to fire safety but is convinced that this requirement is not worth the <br /> added cost to the property owners. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by <br /> Councilmember Mercer, that Ordinance No. 1234, to be read by title only and <br /> waiving further reading thereof, requiring use of fire resistive roof <br /> materials and fire resistive sidings in specified circumstances and adopting <br /> findings of facts to support the imposition of requirements which are greater <br /> than the requirements established by the State Building Standards Code, be <br /> introduced; directing staff to send the necessary findings to the State De- <br /> partment of Housing and Community Development for their approval in order to <br /> implement the ordinance; and directing that the second reading of the or- <br /> dinance be held on January 7, 1986, to allow ample time for concerned persons <br /> to meet with staff. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mercer, Mohr, and Mayor Brandes <br /> NOES: Councilmembers Butler and Wood <br /> ABSENT: None <br /> <br /> Matters for the Information of the Council <br /> <br /> Three Month Agenda Planning Report <br /> Mr. Walker presented the three month agenda planning report for the infor- <br /> mation of the Council. <br /> <br /> Citywide Results of the 1985 Transportation Survey <br /> Mr. Swift presented his report (IR 85:65) dated December 3, 1985, regard- <br /> ing this matter.
