on the south side of Pimlico Drive approximately 0.1 mile east of Santa Rita Road (Intro. 11-19-85, 4-Ayes, 1-No.) Mayor Brandes stated that Ordinance No. 1232 was introduced on November 19, 1985, by a vote of 4-Ayes, 1-No, and that it was now in order to adopt the ordinance. Councilmember Mercer stated that he has not seen the design plans for the wall and landscaping, therefore he did not feel it is appropriate to adopt the ordinance until these plans have been reviewed. After discussion, it was moved by Councilmember Mercer, and seconded by Councilmember Mohr, that the adoption of Ordinance No. 1232 approving the plication of Hivest, Inc., for Planned Unit Development plan to construct a two building retail commercial complex on an approximately 2.0 acre site lo- cated on the south side of Pimlico Drive approximately 0.1 mile east of Santa Rita Road, be continued until after review of the design plans for the wall and the landscaping. The roll call vote was as follows: AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes NOES: None ABSENT: None SPECIAL REPORTS Request for Approval to Prepared Working Drawings for 220 Units of Senior Citizen Housing Mayor Brandes declared this item dismissed from the agenda at the request of staff. REPORTS OF BOARDS AND COMMISSIONS Actions Taken by the Board of Adjustment, Design Review board, and Planning Commission at their meeting of 11-26-85 Mr. Swift presented his report (SR 85:588) dated November 27, 1985, regarding this matter. No action was required or taken by Council on the item. REPORTS OF THE CITY MANAGER Consideration of Draft Ordinance to Ban the Further Use of Roof Coverings which do not Provide Fire Hazard Protection Mr. Hill presented his report (SR 85:583) dated November 25, 1985, regard- ing this matter. Mr. Dean LeField, Executive Officer, Associated Building Industry, a trade organization serving five counties, stated they have not had ample time to review the proposed ordinance and would request that the item be continued to allow them time to review the ordinance. He stated they have several ques- tions related to the proposed ordinance. He stated there are impacts beyond the economic impacts which he felt should be addressed. Mr. Harry Abney, 7023 Bridgeport Circle, Stockton, representing Red Cedar Shingle, stated he is concerned about the economic impact upon the roofing companies and the cost to residents of the City. He stated this will severely impact homeowners when they have to reroof. He questioned portions of the draft ordinance as it related to access areas. He presented percentage fig- ures of fires caused by cedar shingles; stating that cedar does not burn - 7 12-3-85
