Ms. Mildred Outzen, 468 Amaral Circle, spoke in favor of banning skate- <br />board ramps. <br /> <br /> Mr. Steve Paulson, 419 Ewing Drive, stated he is concerned about the <br />noise; it is a loud roaring noise that gets on his nerves after 6 to 8 hours <br />of it. He stated this issue has to be addressed. <br /> <br /> Ms. Gloria Watson, 348 Mavis Drive, stated the entire neighborhood is up- <br />set; and that they have their rights that should also be considered. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hear- <br />ing closed on this item. <br /> <br /> Councilmember Butler stated he felt at this point that a conditional use <br />permit would be the most effective control; it is a positive requirement and <br />would require the appropriate notification to surrounding property owners. If <br />a suitable location was established then conditions could be determined that <br />would keep it suitable. He was not in favor of waiving the fees. He felt an <br />expiration date should be placed on the ramps; one or two years would be rea- <br />sonable, with consideration for reapplication. He added that a conditional <br />use permit can be revoked on short notice if the conditions are violated. <br /> <br /> Mayor Brandes stated that if Council feels there is merit in Councilmember <br />Butler's proposal, how could this be applied to existing ramps. Mr. Beougher <br />stated they would be a non-conforming use. <br /> <br /> Councilmember Wood stated he felt the City has enough laws to control any <br />problems that might arise relative to this matter. <br /> <br /> Councilmember Mohr stated she felt this is an issue that should be settled <br />by the City, not the courts. She concurred with Councilmember Butler's <br />comments. <br /> <br /> Councilmember Mercer stated he did not want to see kids not being able to <br />skate in Pleasanton. He also tries to defend property rights; noise is the <br />biggest problem in this issue. He stated a conditional use permit appears to <br />be the most sensible solution. He concurred with the remarks of Councilmember <br />Butler. <br /> <br /> Mayor Brandes stated he concurs that a conditional use permit can handle <br />future skateboard ramps.
