quiet residential area and should be protected from traffic noise and pollu-
tion. He stated the traffic engineering plans have been outdated for years.
He added to continue with these outdated plans would perpetuate the mistake
and make matters worse.

Ms. Ruby Greer, 4774 Del Valle Parkway, owner of a business in downtown,
and member of the committee who distributed the survey, stated she went back
to businesses several times to pick up the surveys. She felt the survey was
accurate. She cited an incident that happened on Del Valle Parkway this eve-
ning; as she was going to her home she met a car going the wrong way on the
street. She honked her horn, the wrong-way car was able to turn around and go
back the way it came. Later she got a call from her business that there was
someone there to see her. It was her father, who had earlier been the one
going the wrong way down her street. She asked Council if they were going the
wrong way in their deliberations on the Del Valle Parkway and extension to
Stanley. She stated many people are concerned about traffic in the downtown
district and the solution to downtown congestion.

Ms. Debra Strong, 147 Bernal Avenue, representing the Pleasanton Downtown
Association, stated this group met Monday morning and voted unanimously in
support of Alternate "A", but not for off-setting intersections. She stated
that extension of the parkway is imperative for the overall traffic situation
of the City. She felt the survey taken by the Del Valle Homeowners Committee
was biased. The Pleasanton Downtown Association feels the most important
thing is to have good traffic circuation in the downtown area.

Mr. Ben Fernandez, 2385 Sandpiper Way, member of the Downtown Committee,
stated that traffic circulation is the primary issues. He is opposed to off-
setting intersections, and felt Stanely Boulevard should be keep open with
some sort of traffic control to keep traffic from speeding. He supported Al-
ternate "A".

Mr. John Payne, 3689 Pimlico and owner of property at 4129 Stanley
Boulevard, supported Alternative "A" of the staff report. He felt this is the
best solution for the residents who have lived on Vervais and Stanley for
years and it will be the best for future residents. He asked that this proj-
ect get into the Capital Improvement Program as soon as possible.

Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated he felt Council was
going the wrong way by having off-setting intersections. He asked why Stanley
Boulevard was not aligned with Stanley to begin with, stating it would have
been the cheapest and best solution.

Mr. Roger McLain, 1787 Beachwood Way, stated that traffic has increased
tremendously over the past 17 years, and that former Councils had planned as
best they could at the time with the information they had. He stated it has
been planned for many years to widen the Del Valle Parkway as a solution to
traffic circulation in the downtown area. He encouraged Councilmembers not to
change what has been planned for 20 years. He stated that Del Valle residents
should have been aware of the proposed widening of the parkway when they
bought their homes; adding that the Del Valle Parkway was never planned as a
residential street.

Mr. Dave Peterson, 4013 Stanley Boulevard, stated the width of Stanley
Boulevard has not yet been addressed; he would prefer the street be kept at 66
feet wide, to preserve the rural character of the area.

7 - 11-S-8s
