Size of American Flags Councilmember Wood requested that Planning Commission look into the size of flags being flown in the City, and prepare a recommendation on this matter for consideration by Council. Policy on Terms and Functions of Alternate Commission Members Councilmember Mohr presented her memorandum dated October 29, 1985, regarding this matter. Councilmember Butler stated he could not support items 2 and 3 of the memorandum relative to time served and number of terms. After discussion, it was moved by Councilmember Mohr, and seconded by Mayor Mercer, that Resolution No. 85-539, establishing a policy regarding terms and functions of alternate members on City Boards and Commissions as set forth in Councilmember Mohr's memorandum dated October 29, 1985, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Mohr, Wood, and Mayor Mercer NOES: Councilmember Butler ABSENT: None Deep Pocket Doctrine Councilmember Butler stated there is an initiative measure that would give the voters of California an opportunity to reform the inequities and injus- tices of the "Deep Pocket Doctrine" by holding liability lawsuit defendants financially liable in closer proportion to their degree of fault. It was moved by Councilmember Butler, and seconded by Councilmember Mohr, that Resolution No. 85-540, endorsing the "Fair Responsibility Act of 1986" and urging its support and passage to relieve the financial strain imposed on local government and its taxpayers, be adopted.
