this amendment will make the entire parcel consistent in its zoning <br /> designation. <br /> <br /> The following persons spoke in opposition to the application: <br /> <br /> Mr. Ron Schneider, 650 Orofino Court, stated that the development of this <br /> property may be several years away but there are some conditions that he felt <br /> should be placed on approval of development and which any future developer <br /> should be made aware of and take into consideration. He advised that the <br /> Homeowners Association in general have not met regarding this matter, but it <br /> is the consensus of the Board that the following conditions be placed on <br /> development of this property: (1) that there be no more than three units per <br /> acre; (2) that the grading plan be adequate so as not to adversely impact sur- <br /> rounding neighbors; and (3) that Chardonnay not be a feeder street but be <br /> deaded ended into a cul-de-sac. <br /> <br /> Mr. James Griffin, 3036 Chardonnay Drive, stated he is concerned about <br />density not be compatible with surrounding area, the grading plan, and the <br />termination of Chardonnay. He stated he felt that 3 to 3-1/2 units per area <br />is appropriate and that it should be condition of approval. <br /> <br /> Mr. Frank Belecky, 892 Madeira Drive, speaking on behalf of the Vintage <br />Hills Homeowners Association, advised that he had spoken to residents on Char- <br />donnay Drive and they do not want Chardonnay Drive opened to any projects in <br />this area. Mr. Belecky advised that grading in the area near the Vintage <br />Hills Park is terrible, with mounds of dirt piled up behind residences there. <br />He stated this should not happen on future projects. He stated he supports <br />not exceeding three units per acre for development of this property. <br /> <br /> Mr. Inderbitzen stated he did not disgree with the homeowners concerns but <br />he felt it is premature to attach any conditions at this time. He stated he <br />is not opposed to limiting development to three units per acre, and that he is <br />willing to consider alternatives to minimize traffic on Chardonnay Drive. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, <br />that Resolution No. 85-443, determining on the basis of a review of initial <br />environmental study done for this project, that no significant environmental <br />impact would occur as outlined in the City's guidelines and that a negative <br />declaration is appropriate in connection with GP-85-5, application of Matilda <br />and Mildred Teixeira for amendment to the Land Use Element of the General Plan <br />to redesignate an approximately 15 acre site from Low Density Residential to <br />Medium Density Residential, located on the south side of Vineyard Avenue and <br />east of the terminus of Chardonnay Drive, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by <br />Councilmember Mohr, that Resolution No. 85-447, approval of GP-85~5, applica- <br />tion of Matilda and Mildred Teixeira for amendment to the Land Use Element of <br />the General Plan to redesignate an approximately 15 acre site from Low Density <br /> <br /> 4 9-17-85 <br /> <br /> <br />
