p. Adoption of Resolution No. 85-441, approving the extension of the Develop- <br /> ment Deferment Agreement with Valley Medical Associates to December 3, <br /> 1985. <br /> <br />q. Adoption of Resolution No. 85-442, approving the application for funds <br /> under the California Senior Center Bond Act of 1984, for the Senior Center <br /> improvement project. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Wood asked if Council has received any applicants for the <br />Senior Citizen Housing Committee. Mr. Walker advised that several applica- <br />tions have been received, the deadline was September 16th, and that Council <br />could consider the applicants on October 1st, if they so desire. <br /> <br /> Mayor Mercer requested staff to look into the possibility of establishing <br />a park and ride lot for BART at the city-owned property located at the West <br />Las Positas overcrossing site. <br /> <br /> Mayor Mercer requested the City Attorney .to investigate some legal method <br />to require the business park owners association to water the street land- <br />scaped areas at night only. He stated he has received many complaints from <br />citizens regarding this matter. Council concurred. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Butler asked if Councilmembers wanted to continue receiving <br />LAVWMA agendas, as this service is being discontinued unless otherwise noted. <br />Councilmembers not on this Agency did not desire to continue receiving LAVWMA <br />agendas. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />GP-85-5, Application of Matilda and Mildred Teixeira for amendment to the Land <br />Use Element of the General Plan to redesignate an approximately 15 acre site <br />from Low Density Residential to Medium Density Residential, located on the <br />south side of Vineyard Avenue and east of the terminus of Chardonnay Drive. <br />Zoning for the property is PUD (Planned Unit Development)-Low Density Residen- <br />tial District <br /> <br />Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 85:454) dated September 17, 1985, <br />regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Martin Inderbitzen, Attorney, 62 W. Neal Street, representing the ap- <br />plicant, advised that his client was not familiar with zoning designations <br />when she requested Low Density Residential for this property.
