413 <br /> <br />Mr. Lee agreed that they could include a range in their <br />benchmarks. <br /> <br /> Councilmember Butler feels the benchmarks must have flexibility <br /> if we do use them. <br /> <br /> Commissioner Innes said that our holding capacity will be <br /> dictated by the environment that we want to live in. <br /> <br />Commissioner Michelotti stated that to determine ultimate <br />population, we must think about how we are going to get there. <br />How we get there depends on infrastructure, sewage, traffic, etc. <br /> <br />Councilmember Brandes said that after all these recommendations <br />are made, the average citizen shows the greatest concerns about <br />holding capacities and how this town is going to grow. He said <br />we should make it very clear to the citizens what we plan to do. <br /> <br />Mr. Lee stated that he will submit various land use plans showing <br />various populations, different planning boundaries and different <br />planning densities. <br /> <br />Specific Plans <br /> <br />Mr. Lee stated that the Residential Review Committee determined <br />it was better to plaD large areas in one piece rather than <br />separate parcels. <br /> <br />It was Councilman Brandes' suggestion that we should consider <br />Option 3. <br /> <br />Mayor Mercer felt that the San Francisco Water Department lands <br />would not even be developed. <br /> <br />Councilmember Butler asked why it is advantageous to put land in <br />urban reserve. <br /> <br />Mr. Lee answered that it prevents it from being developed for a <br />specified period of time and that it enables the City to see what <br />happens in a time period. <br /> <br />Mayor Mercer said it would be nice to determine a Master Plan for <br />a large urban reserve site in ten years. <br /> <br />Councilmember Mohr asked about any legal constraints we may have. <br />Mr. Lee answered that as long as we have an economic use for that <br />land, there are none. <br /> <br />General consensus was that specific plans should be drawn for <br />Stoneridge Drive Extension, Santa Rita to E1 Charro Road and <br />Downtown. <br /> <br /> - 4 - <br /> <br /> <br />
