Mr. Chris Silvers, 4687 Second St., stated that as a member of the <br /> committee, stated that they tried to come up with a compromise that both <br />~sides could live with. He stated that they decided to do away with <br /> <br /> enches, trees, etc. He stated the main area of advertising would be for <br /> oncerts in the Park and Christmas. <br /> <br />~ Mayor Mercer asked if staff is hired, could the Downtown Association <br /> collect the assessment and questioned having the City collect assessments <br /> as being good use of taxpayers' money. Mr. Silvers stated that he didn't <br /> know if one staff person could handle this along with all the other duties. <br /> <br /> Councilmember Mohr stated that it is the City's duty to collect <br /> assessments, but that the time is billed back to the Downtown Association. <br /> <br /> Mr. Peter MacDonald stated that the current contract with the Downtown <br /> Association is that the City sends out the billings with collection being <br /> done by the Downtown Association. <br /> <br /> Mr. Silvers stated that collection was not in the original job <br /> description but feels a lot of merchants have joined together during this <br /> and should not be a problem. <br /> <br /> Ms. Judith Mayhew, 5584 San Jose Drive, business located at 610 Main <br /> St., stated that part of the reason the City should collect funds is that <br /> the assessment is based on business license tax which is confidential. She <br /> stated that they have honed down the number of major retail promotions to <br /> three with the balance going towards printing a Downtown Business <br /> Directory. She stated that part of the money will pay for the Director to <br /> work with the City to get projects going. <br /> <br /> Councilmember Butler asked since the number of advertising promotions <br /> had been cha~ged, what would the ratio change to in regards to <br /> beautification. <br /> <br /> Ms. Mayhew stated that 1/3 would go to administration, 1/4 to 1/3 to <br /> promotions and 1/4 to 1/3 towards beautification, which would be a <br /> substantial increase over last year. <br /> <br /> Councilmember Brandes commended Councilmember Mohr and the committee <br /> for the fine work they did on this project. <br /> <br /> It was moved by Councilmember Mohr and seconded by Councilmember' <br /> Brandes to introduce and adopt Ordinance 1211 as an emergency ordinance <br /> modifying the "Downtown Pleasanton Business Improvement District" and <br /> Providing for the Levy of Charges and making the finding that protests are <br /> not equal to fifty percent. <br /> The roll call vote was as follows: <br /> AYES: Councilmember Brandes, Butler, Mohr, Wood and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> 9-3-85 <br /> <br /> <br />
