Mr. John Merz, 7392 Hillsdale Drive, stated that he moved from San
Lorenzo mainly due to the reputation of the schools in Pleasanton. Now
that he has moved here he is hearing that the high schools are at full
~__apacity and that his children may have to attend school in Dublin. Mr.
erz stated he paid a higher price for a home in Pleasanton versus Dublin
~.'n order for his children to attend school here. He feels that the
~apartment complex will attract many single parents, including many more
'~igh school age children. Mr. Merz stated that he would like to see some
~olution worked out where revenue from new housing would go towards
~elieving the school situation.

Mr. Inderbitzen stated that there was nothing he could do in regards
to the school situation. He stated that he has spent every Monday night
for the last seven months-at General Plan Review Committee meetings,
reviewing the entire General Plan as to residential uses. Mr. Inderbitzen
stated that input was requested from the homeowners regarding colors,
density, traffic and parking was also discussed. He stated that at these
meetings there was an offer made to drop one entire building, which would
reduce the number of apartments to 204 units. This was turned down by the
homeowners as not enough. Mr. Inderbitzen stated that he felt good
progress has been made in regards to the color of the complex. He felt
that he was in an odd position defending the City's current parking
requirement ordinance. He feels this ordinance should be amended so future
property owners will be able to rely on.

Mayor Mercer asked Mr. Inderbitzen if Council would approve the
project with the reduction in the number of units, would Mr. Inderbitzen
continue the construction of this project. Mr. Inderbitzen stated that it
depends on how many they were asked to eliminate. He stated that there was
a point that it would no longer be feasible to be built as an apartment
project.

'Councilmember Butler asked Mr. Inderbitzen to explain to the
homeowners why the project was changed from townhouses to apartments. Mr.
Inderbitzen stated that the approval for the townhouses was quite some time
ago. Due to'high interest rates, the townhouses were not built and the
approval time elapsed. Now that it has become feasible to built again, it
has become apparent that there is a great need for apartments in
Pleasanton.

Mayor Mercer asked if there were any plans to convert the apartments
to condominiums in the future. Mr. Inderbitzen stated that there were no
olans for conversion to condominiums at this time.

Councilmember Mohr asked in regards to emergency vehicle access, if
this access would be asphalt. Mr. Inderbitzen stated that it would most
likely be an appropriate all weather surface that would be aesthetically
pleasing as well as approved by the Fire Chief (turf block, etc.).

Councilmember Wood stated that he agreed with Mr. Inderbitzen in
respect to reviewing the current parking requirement ordinance. He feels
that apartments having two adults would also increase the number of guests
per unit.

9-3-85 10
