Zoning for the property is PUD (Planned Unit <br />Development)-Commercial Office District <br /> <br />Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 85:399) dated August 20, 1985, regard- <br />ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Gian Ferri, representing GEF Financial Corporation, stated he concurs <br />with the staff report and revised conditions. He stated that Condition #31, <br />that a sanitary sewer sampling manhole be provided on the sanitary sewer <br />lateral from each building unless otherwise waived by the City Engineer, is <br />not applicable to the project and he would like to have it deleted. He <br />thanked the City staff, Stoneridge Homeowners Association, Park and Recretion <br />Commission and Planning Commission for their cooperation of this project. <br /> <br /> Ms. Ellie Ross, representing Kaiser Development Company, expressed concern <br />regarding parking at the proposed project. She felt this facility should have <br />a parking ratio of .8. She quoted parking ratios of other similar facilities <br />and stated adequate parking spaces should be provided for this project. She <br />stated that the Kaiser facility is a neighbor of the proposed project and she <br />was concerned that if adequate parking is not provided that residents and <br />guests will use the Kaiser parking lot for needed parking space. <br /> <br /> Mr. A1 Dutchover, Landscape Architect, 147 Bernal Avenue, stated that he <br />is working with staff at this time on parking requirements. He stated that <br />most facilities of this type have something less than 50% parking space for <br />total number of units. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmeml~er Wood, and seconded by Councilmember Mohr, <br />that Resolution No. 85-402, determining on the basis of a review of initial <br />environmental study done for this project, that no significant environmental <br />impact would occur as outlined in the City's guidelines and that a Negative <br />Declaration is appropriate in connection with PUD-85-9, application of GEF <br />Financial Corporation for development plan approval to construct a two and <br />three story, I32-unit retirement hotel complex on an approximately 2.5 acre <br />site located on the southeast corner of Foothill Road and Stoneridge Drive, be <br />adopted. <br />The roll call vote was as Follows: <br />AYES: Councilmembers Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmembers Brandes and Butler <br /> <br /> Council discussion ensued regarding alternate ways to provide adequate <br />parking and yet maintain safe walking paths for residents of the complex. <br /> <br /> - 4 - 8-20-85 <br /> <br /> <br />
