Richard Guasco for PUD (Planned Unit Development)-Commercial Service zoning to <br /> allow auto wrecking facilities as a conditional use on an approximately 1.4 <br /> acre site located at 3862 and 3876 Old Santa Rita Road, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Wood, and Vice Mayor Brandes <br /> NOES: None <br /> ABSENT: Councilmember Butler and Mayor Mercer <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, <br /> that Ordinance No. 1212, to be read by title only and waiving further reading <br /> thereof, approving PUD-85-14., application of Richard Guasco for PUD (Planned <br /> Unit Development)-Commercial Service zoning and development plan to allow auto <br /> wrecking facilities as a conditional use on an approximately 1.4 acre site <br /> located at 3862 and 3876 Old Santa Rita Road, subject to all conditions con- <br /> tained in Planning Commission Resolution No. 2683, and that the subject site <br /> be rezoned to the PUD (C-S) District with all allowed and conditionally al- <br /> lowed uses within the PUD to be those of the C-S District with the addition of <br /> auto wrecking as a conditionally allowed use, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr, Wood, and Vice Mayor Brandes <br /> NOES: None <br /> ABSENT: Councilmember Butler and Mayor Mercer <br /> <br />PUD-85-12, Application of Sacramento Developers, Inc., for PUD (Planned Unit <br />Development) zoning and development plan approval for a 56 unit townhouse com- <br />plex on an approximately 9.3 acre site bounded by Stoneridge Drive to the <br />north, Highway 1-680 to the east and Stonedale Drive to the west. Zoning for <br />the property is PUD (Planned Unit Development)-High Density Residential <br />District <br /> <br />Consider Adoption of Mitigated Negative Declaration <br /> Mr. Swift presented his report (SR 85:373) dated August 6, 1985, regarding <br />this matter. <br /> <br /> Vice Mayor Brandes declared the public hearing open on the application and <br />the Mitigated Negative Declaration. <br /> <br /> Mr. Gregory Mix, Architect, 205-B Main Street, representing the applicant, <br />presented design plans and reviewed the proposed project. He stated it has <br />been suggested that there may be some problems with the cedar shakes for fenc- <br />ing and he would like to come back with an elevation plan to be reviewed by <br />staff for proposed wooden fences in that area. He advised there has been no <br />opposition from neighbors. He stated he generally agrees with the conditions, <br />with the exception oF Condition No. 9 regarding sidewalks, which Mr. Glenn <br />will address. <br /> <br /> Mr. Richard Glenn, Planning Consultant, 205-B Main Street~ stated that <br />staff feels the five foot wide sidewalk should be increased to eight feet. He <br />opposed this change because the additional sidewalk would add an approximately <br />$22,000.00 cost to the developer; it would diminish the very pleasing land- <br />scape design; he questioned the concept that pedestrian traffic should be <br />mixed with bike traffic on a sidewalk, stating that the existing right-of-way <br />is safe for both vehicle and bike traffic; and that state traffic safety <br />guidelines discourage bicycle and pedestrian traffic on the same sidewalk. <br />Mr. Glenn stated he feels the requirement of a eight foot wide sidewalk is an <br />overkill. <br /> <br /> 11 8-6-85 <br /> <br /> <br />
