I.C) The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer ~ NOES: None ~ ABSENT: None Adoption of Ordinance No. 1208, Restructuring the Pleasanton Housin9 Authority by making the City Council as the Housing Authority and the existing Housing Authority Board (including tenant commissioners) to become the Housing Au- thority Commission (Intro. 7-2-85, 5-Ayes) It was moved by Councilmember Brandes, and seconded by Councilmember Wood, that Ordinance No. 1208, restructuring the Pleasanton Housing Authority by making the City Council as the Housing Authority and the existing Housing Au- thority Board (including tenant commissioners) to become the Housing Authority Commission, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer NOES: None : ABSENT: None Mayor Mercer stated that he and Councilmember Mohr, the City Attorney and City Manager had met with representatives of Dublin City Council and staff to discuss the five alternatives relative to the Housing Authority, i.e., a Valley-wide Housing Authority; a joint powers agreement between Dublin and Pleasanton~ Dublin management; Pleasanton managemen. with Dublin representa- tion; or no change. He stated it was his feeling that Dublin favors taking over Arroyo Vista, with the Joint Powers Agreement being a second choice. He stated that Pleasanton representatives expressed concern that we want to in- sure that Valley residents would continue to receive priority if the project is turned over to Dublin. They assured Pleasanton they would do that if it was legal. The City Attorneys of both Cities have looked into this matter and determined that it is legal. Councitmember Mohr stated she favors a Joint Powers Agreement with Pleasanton retaining control. She stated that to only manage Kottinger Place would require assuming staff work; to maintain them within a JPA would be cost effective and provide professional management. It was moved by Councilmember Mohr, and seconded by Councilmember Wood, that a Joint Powers Agreement be formed between Pleasanton and Dublin for supervision and management of the Housing Authority in its current context and to address mutual concerns for mutual resolution. The roll call vote was as follows: AYES: Councilmembers Mohr and Wood NOES: Councilmembers Brandes, Butler, and Mayor Mercer ABSENT: None After further discussion, it was moved by Councilmember Brandes, and seconded by Mayor Mercer, that it is the intent of the City of Pleasanton to transfer Arroyo Vista housing project to the City of Dublin with the following conditions: (1) that a priority be established for local residents; (2) the complex be locally managed; (3) that there be a local office; (4) that the 7-16L85 -14-
