Staff Report 85:353 for the City's t985 Commercial Insurance Program with a <br /> $200,000 self insured retention, and instructing staff to work with Mr. Fer- <br /> nandez to continue to try and place an additional $5,000,000 umbrella, bring- <br />~ ing the City's total coverage to $10,000,000.00, be adopted. <br />I.C) The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />~ NOES: None <br />~ ABSENT: None <br /> <br /> Adoption of Ordinance No. 1208, Restructuring the Pleasanton Housin9 Authority <br /> by making the City Council as the Housing Authority and the existing Housing <br /> Authority Board (including tenant commissioners) to become the Housing Au- <br /> thority Commission <br /> (Intro. 7-2-85, 5-Ayes) <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, <br /> that Ordinance No. 1208, restructuring the Pleasanton Housing Authority by <br /> making the City Council as the Housing Authority and the existing Housing Au- <br /> thority Board (including tenant commissioners) to become the Housing Authority <br /> Commission, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br /> NOES: None : <br /> ABSENT: None <br /> <br /> Mayor Mercer stated that he and Councilmember Mohr, the City Attorney and <br /> City Manager had met with representatives of Dublin City Council and staff to <br /> discuss the five alternatives relative to the Housing Authority, i.e., a <br /> Valley-wide Housing Authority; a joint powers agreement between Dublin and <br /> Pleasanton~ Dublin management; Pleasanton managemen. with Dublin representa- <br /> tion; or no change. He stated it was his feeling that Dublin favors taking <br /> over Arroyo Vista, with the Joint Powers Agreement being a second choice. He <br /> stated that Pleasanton representatives expressed concern that we want to in- <br /> sure that Valley residents would continue to receive priority if the project <br /> is turned over to Dublin. They assured Pleasanton they would do that if it <br /> was legal. The City Attorneys of both Cities have looked into this matter and <br /> determined that it is legal. <br /> <br /> Councitmember Mohr stated she favors a Joint Powers Agreement with <br /> Pleasanton retaining control. She stated that to only manage Kottinger Place <br /> would require assuming staff work; to maintain them within a JPA would be cost <br /> effective and provide professional management. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wood, <br /> that a Joint Powers Agreement be formed between Pleasanton and Dublin for <br /> supervision and management of the Housing Authority in its current context and <br /> to address mutual concerns for mutual resolution. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mohr and Wood <br /> NOES: Councilmembers Brandes, Butler, and Mayor Mercer <br /> ABSENT: None <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and <br /> seconded by Mayor Mercer, that it is the intent of the City of Pleasanton to <br /> transfer Arroyo Vista housing project to the City of Dublin with the following <br /> conditions: (1) that a priority be established for local residents; (2) the <br /> complex be locally managed; (3) that there be a local office; (4) that the <br /> <br /> 7-16L85 <br /> -14- <br /> <br /> <br />
