REPORTS OF THE CITY MANAGER Further Discussion of Reorganization of Pleasanton Housing Authority Mr. Walker presented his report (SR 85:320) dated July 2, 1985, regarding this matter. Councilmember Butler stated that Council has met with residents of Kot- tinger Place and Arroyo Vista in an attempt to assure people that whatever action is taken will be with their welfare in mind. He stated there are several alternatives to be considered: organization of a valley-wide housing authority; or formation of a joint organization between Pleasanton and Dublin to replace the present Housing Authority. He advised there has not been any concrete resolution between Pleasanton and Dublin in those directions. Dublin would like to have the responsibility of operating Arroyo Vista. He stated he is in favor of trying to work out a cooperative agreement with Dublin and would like discussions to go forward on that. He stated that as a first step and with minimum disruption to everyone involved, he would like to declare the City Council as the Housing Authority, and appoint the existing Housing Au- thority Board members as the Housing Authority Commission. The present Housing Authority staff would continue in their current function. He stated he felt strongly that a joint arrangement is desirable as it relates to the operation of the Arroyo Vista facility. He added he would be disappointed if Pleasanton allowed control of this facility to be taken over by the County or any other agency that might not'have the best interests of the residents of this complex in mind. Councilmember Butler suggested that two members of the Council work with Dublin Council to bring about some joint resolution to this matter. He stated that as another separate matter during the interim period, it might be advisable to expand the Housing Authority Commission and seat Dublin people on that Commission. After discussion, it was moved by Councilmember Butler, and seconded by Councilmember Brandes, that Ordinance No. 1208, to be read by title only and waiving further reading thereof, restructuring the Pleasanton Housing Authori- ty by making the City Council as the Housing Authority and the existing Hous- ing Authority Board (including tenan commissiones) to become the Housing Au- thority Commission, be introduced. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer NOES: None ABSENT: None It was moved by Councilmember Wood, and seconded by Councilmember Mohr, that Resolution No. 85-330, appointing all existing Board members to the Housing Authority Commission for terms that are idential to their current terms, and modifying Ordinance 1208 to provide that the housing commissioners do not have to be residents of Pleasanton, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer NOES: None ABSENT: None Mayor Mercer appointed Councilmember Mohr and himself to work with Dublin City Council in an attempt to work out an agreeable resolution to this matter.
