REPORTS OF THE CITY MANAGER <br /> Further Discussion of Reorganization of Pleasanton Housing Authority <br /> Mr. Walker presented his report (SR 85:320) dated July 2, 1985, regarding <br /> this matter. <br /> <br /> Councilmember Butler stated that Council has met with residents of Kot- <br />tinger Place and Arroyo Vista in an attempt to assure people that whatever <br />action is taken will be with their welfare in mind. He stated there are <br />several alternatives to be considered: organization of a valley-wide housing <br />authority; or formation of a joint organization between Pleasanton and Dublin <br />to replace the present Housing Authority. He advised there has not been any <br />concrete resolution between Pleasanton and Dublin in those directions. Dublin <br />would like to have the responsibility of operating Arroyo Vista. He stated he <br />is in favor of trying to work out a cooperative agreement with Dublin and <br />would like discussions to go forward on that. He stated that as a first step <br />and with minimum disruption to everyone involved, he would like to declare the <br />City Council as the Housing Authority, and appoint the existing Housing Au- <br />thority Board members as the Housing Authority Commission. The present Housing <br />Authority staff would continue in their current function. He stated he felt <br />strongly that a joint arrangement is desirable as it relates to the operation <br />of the Arroyo Vista facility. He added he would be disappointed if Pleasanton <br />allowed control of this facility to be taken over by the County or any other <br />agency that might not'have the best interests of the residents of this complex <br />in mind. Councilmember Butler suggested that two members of the Council work <br />with Dublin Council to bring about some joint resolution to this matter. He <br />stated that as another separate matter during the interim period, it might be <br />advisable to expand the Housing Authority Commission and seat Dublin people on <br />that Commission. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Brandes, that Ordinance No. 1208, to be read by title only and <br />waiving further reading thereof, restructuring the Pleasanton Housing Authori- <br />ty by making the City Council as the Housing Authority and the existing Hous- <br />ing Authority Board (including tenan commissiones) to become the Housing Au- <br />thority Commission, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Mohr, <br />that Resolution No. 85-330, appointing all existing Board members to the <br />Housing Authority Commission for terms that are idential to their current <br />terms, and modifying Ordinance 1208 to provide that the housing commissioners <br />do not have to be residents of Pleasanton, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Mercer appointed Councilmember Mohr and himself to work with Dublin <br />City Council in an attempt to work out an agreeable resolution to this matter. <br /> <br />Report Regardin9 Mohr House <br /> Mrs. Bengtson presented her report (SR 85:329) dated June 27, 1985, <br />regarding this matter. <br /> <br /> -zo- 7-2-85 <br /> <br /> <br />
