283 <br /> Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 86:132) dated April 15, 1986, regarding <br /> this matter. <br /> <br /> Mr. Victor Chapman, Harris Consulting Group, reviewed the project and <br /> presented renderings showing design and construction materials. He stated the <br /> development achieves the recommendations of staff relative to parking, land- <br /> scaping, setbacks, security protection systems, etc. He advised the grading <br /> and drainage problem has been designed and will meet criteria established by <br /> the Engineering Department. He stated he does not have a problem with the <br />.... mutual benefit district other than the possibility of a time delay, which <br /> would seriously affect the project. <br /> <br /> No one in the audience spoke in opposition to the application or negative <br /> declaration. <br /> <br /> There being no further testimony, Mayor Brandes declared the hublic hear- <br /> ing closed on this item. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br /> that Resolution No. 86-169, determining on the basis of a review of initial <br /> environmental study done for this project, that no significant environmental <br />Of} impact would occur as outlined in the City's guidelines and that a negative <br />0'} declaration is appropriate in connection with PUD-86-2, application of Lee <br />~-~ Reid and Myers Development Corporation for rezoning from CS (Commercial Ser- <br />Iml vice) District to PUD (Planned Unit Development)-Commercial District and <br />f-f-) development plan approval for an 800 unit, two structure, three-story mini- <br /> storage facility on an approximately 1.3 acre site located at 3722 Old Santa <br />~ Rita Road, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Wood, and Mayor Brandes <br /> NOES: None <br /> ABSENT: Councilmember Mercer <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br />· -- that Ordinance No. 1253, to be read by title only and waiving further reading <br /> thereof, approving PUD-86-2, application of Lee Reid and Myers Development <br /> Corporation for rezoning from CS (Commercial Service) District to PUD (Planned <br /> Unit Development}-Commercial District and development plan approval for an 800 <br /> unit, two structure, three-story mini-storage facility on an approximately 1.3 <br /> acre site located at 3722 Old Santa Rita Road, subject to all conditions con- <br /> tained in Planning Commission Resolution No. 2761 and those added by staff in <br /> Staff Report 86:132, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, and Wood <br /> NOES: Mayor Brandes <br /> ABSENT: Councilmember Mercer <br /> <br /> AP-86-03~ Appeal of a decision of the Board of Ad'ustment approving the ap- <br /> plication of James McDowell for a Variance from t~e Ordinance Code to allow <br /> for the subdivision of a parcel without the re uired frontage on a public <br /> street located on an approximately 15,500 sq. ~t. site located at 435 Neal <br /> Street.
