It was moved by Councilmember Mercer, and seconded by Councilmember But-
ler, that Resolution No. 86-30, requesting the Alameda County Board of Super-
visors to meet with Alameda County Mayors to discuss sales tax, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes
NOES: None
ABSENT: None

Status of New Library Building
Mayor Brandes stated that the architect for the library building needs
conceptual approval regarding the size of the facility in order to proceed
with plans. He advised that the Library Committee has met with the County
Librarian and Architect relative to the appropriate size of a library to the
year 2005.

Councilmember Mercer stated he felt this item should have been listed on
the agenda to allow public input relative to the matter.

Mr. Len McVicor, Pacific Urban Design, 255 N. Market Street, San Jose,
architect for the library building, presented conceptual plans showing the
layout of the proposed new library, it's access onto New Bernal Avenue, park-
ing, and preliminary design.

Council discussion ensued regarding proposed new City Hall relative to its
size and location. Councilmember Mercer stated he is opposed to buying addi-
tional property to build a new City Hall on. Councilmember Wood stated he
would like to see some of the projects that were deleted because of Proposi-
tion 13 reconsidered to be funded with Proposition 4 monies. He also felt
there should be more public input regarding the library. Councilmember Mohr
expressed concern regarding financing and on-going costs of a 38,000 sq. ft.
library facility. Councilmember Butler stated he felt that an adequate
facility should be constructed, and if the County Librarian proposed a 38,000
sq. ft., library then he would support that proposal. He added he would not
be opposed to more public input.

After further discussion, it was moved by Councilmember Butler, and secon-
ded by Councilmember Mercer, that Resolution No. 86-31, approving the concept
of a 38,000 sq. ft. library building at the general location as presented by
the architect, and instructing the architect to restudy the site to see if the
new City Hall could still fit on that site, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mercer, Mohr, and Mayor Brandes
NOES: Councilmember Wood
ABSENT: None

Animal Shelter
Councilmember Wood requested that Council send a letter of appreciation to
Supervisor Santana for alleviating problems at the local animal shelter by
opening an animal shelter in San Lenadro.

Bus Transportation from Santa Rita Jail
Councilmember Wood requested that Council send letters of appreciation to
Supervisor Campbell, Sheriff Dyer, and Police Chief Eastman for their efforts
in getting bus transportation for releasees from Santa Rita jail.

4 - 1-21-86
