Police Department is unable to control this nuisance. She requested that
Council reconsider the skateboard ordinance to make it more effective in deal-
ing with this problem, specifically as it relates to sound, and time period of
use.

Mr. Peter Detschler, 750 Sylvaner Drive, stated he has talked to his
neighbor regarding the problem created by using the skateboard ramp late at
night. The neighbor's excuse is that he wants to keep his kids at home. Mr.
Detschler stated the noise is very bad. He asked Council to reconsider the
ordinance regulating skateboard ramp use.

Mr. Ed Talavera, 726 Sylvaner Drive, stated he is here tonight asking
Council to restore peace in his neighborhood; the present ordinance is not
enough to alleviate the problems. He advised the noise level is intolerable.
He added that skateboards to not belong in back yards, they should be in city
parks. Council advise him that insurance costs make it prohibitive to allow
skateboard ramps in city parks.

After discussion, Council instructed staff to prepare a draft ordinance
for Council consideration limiting the hours of operation of skateboard ramps
from 10:00 a.m. to 4:00 p.m. and 7:00 p.m. to 8:00 p.m., and requiring skate-
board ramp owners to modify their ramps to reduce the noise level by the use
of sound continuing materials subject to the approval of City staff, and
making violation of this ordinance an infraction.

I Progress Report on Pleasanton's Lower Income Housing Program
Mr. Swift presented his report (IR 86:69) dated August 19, 1986, regarding
Cr') this matter.
