Police Department is unable to control this nuisance. She requested that <br /> Council reconsider the skateboard ordinance to make it more effective in deal- <br /> ing with this problem, specifically as it relates to sound, and time period of <br /> use. <br /> <br /> Mr. Peter Detschler, 750 Sylvaner Drive, stated he has talked to his <br /> neighbor regarding the problem created by using the skateboard ramp late at <br /> night. The neighbor's excuse is that he wants to keep his kids at home. Mr. <br /> Detschler stated the noise is very bad. He asked Council to reconsider the <br /> ordinance regulating skateboard ramp use. <br /> <br /> Mr. Ed Talavera, 726 Sylvaner Drive, stated he is here tonight asking <br /> Council to restore peace in his neighborhood; the present ordinance is not <br /> enough to alleviate the problems. He advised the noise level is intolerable. <br /> He added that skateboards to not belong in back yards, they should be in city <br /> parks. Council advise him that insurance costs make it prohibitive to allow <br /> skateboard ramps in city parks. <br /> <br /> After discussion, Council instructed staff to prepare a draft ordinance <br /> for Council consideration limiting the hours of operation of skateboard ramps <br /> from 10:00 a.m. to 4:00 p.m. and 7:00 p.m. to 8:00 p.m., and requiring skate- <br /> board ramp owners to modify their ramps to reduce the noise level by the use <br /> of sound continuing materials subject to the approval of City staff, and <br /> making violation of this ordinance an infraction. <br /> <br />I Progress Report on Pleasanton's Lower Income Housing Program <br /> Mr. Swift presented his report (IR 86:69) dated August 19, 1986, regarding <br />Cr') this matter. No action was required or taken by Council on the item. <br /> <br /> REPORTS OF THE CITY ATTORNEY <br /> A proval of Long Term Growth Management Agreement with WLP Associates,.Ltd. <br /> (~illage Green) <br /> Mr. MacDonald presented his report (SR 86:364) dated August 13, 1986, <br /> regarding this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember But- <br /> ler, that Resolution No. 86-406, approving the long term agreement with WLP <br /> Associates, Ltd. (Village Green); and authorizing execution of the agreement <br /> by the appropriate city officials, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mercer, Wood, and Vice Mayor Mohr <br /> NOES: None <br /> ABSENT: Mayor Brandes <br /> <br /> COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br /> CITY COUNCIL CALENDAR <br /> Mr. Walker presented the City Council Calendar for the information of the <br /> Council. <br /> <br /> EXECUTIVE SESSION <br /> Vice Mayor Mohr recessed the meeting to an Executive Session at 11:20 <br /> p.m., to discuss pending litigation - Ross case. <br /> <br /> Vice Mayor Mohr reconvened the meeting at 11:30 p.m. <br /> <br /> - 13 8-19-86 <br /> <br /> <br />
